Research On Budget Performance Management Of Provincial Geological Exploration Projects In S Province

In order to better improve the quality of financial work and adapt to the background of comprehensively deepening the reform,in 2018,the CPC Central Committee and the State Council issued the opinions on the comprehensive implementation of budget performance management,which put forward clear requirements for the comprehensive implementation of budget performance management from the central level,and pointed out that we should pay attention to the benefits of financial expenditure,emphasize the standardization of financial expenditure,and strive to build a modern financial system.Geological work is the basic and advanced work of economic and social development,which can provide service support for social development and economic development.In recent.years,the relevant departments of S Province have formulated the "ten major projects" to further promote the green transformation and development of Geology and mineral resources through the implementation of the strategic mineral deep exploration and fine survey plan and the geological service field expansion plan,so as to better serve the transformation of new and old kinetic energy of S Province,a strong marine province and other major strategies,and provide geological support for the high-quality economic and social development of S Province.Therefore,in the process of implementing budget performance management in an all-round way,how to effectively promote the budget performance management of special financial funds for geological exploration projects and improve the use income of funds for geological exploration projects is of great significance for doing a good job in geological exploration and even serving the current major strategic background.Starting from the theory of performance management,this paper uses the research methods of case analysis and interview,focuses on the actual situation of budget performance management of special funds for provincial geological exploration projects in S Province,and expounds in detail the current situation,main achievements,existing problems and reasons of budget performance management of special funds for provincial geological exploration projects in S Province,as well as the countermeasures and suggestions to strengthen budget performance management of special funds for provincial geological exploration projects in S Province.Through research,this paper believes that at present,the budget performance system of special funds for provincial geological exploration projects has been basically established,the management process has been gradually improved,and the management quality and level have been significantly improved.However,there are still problems such as low quality of performance target preparation,low matching between budget implementation progress and project implementation progress,and imperfect performance evaluation and feedback mechanism.The main reasons are:the project time span is large and the editing time is short,the information application level is not high,and the evaluation cost is too high.Combined with the advanced experience at home and abroad,this paper puts forward the ideas and measures for improvement:first,optimize the establishment of performance management objectives;Second,improve the standardization of project implementation,improve and improve the project management system and supporting measures,reasonably grasp the implementation progress of geological exploration projects,and create a whole process management platform;Third,improve the performance evaluation and feedback mechanism,establish the linkage mechanism between the financial fund arrangement and the budget performance evaluation results,the reward and punishment mechanism of the performance evaluation results,improve the active disclosure mechanism of budget performance information,and effectively improve the effectiveness of budget performance management of provincial geological exploration projects.
