Research On Budget Management Optimization Of Geological Survey Project Of The Third Geological Survey Bureau

Geological survey projects are thos e funded and deployed by the central government and undertaken by China Geological Survey Bureau under the Ministry of natural resources.In practice,this kind of geological survey is different from commercial survey,which highlights the more significant strategic,public welfare and basic characteristics.Therefore,in the sp ecific research work,China Geological Survey Bureau generally completes the corresponding investigation work independently,and completes the preparation of the investigation report combined with the investigation results.In the practice of specific research work,the core content covers the regional basic geological survey,important energy and mineral resources research and so on.According to the content of the research and the s pecific work situation,complete the submission of the corresponding resul ts report.From this point of view,the core purpose of this kind of geological survey is to ensure the value of social development and economic development.Based on this,we should ensure that there is sufficient public welfare service support in the practice of social activities.Because geological exploration is related to the national economy,people's livelihood and national security,China generally has a higher investment in geological industry and geological surv ey projects.In the process,considering that geological survey itself is a national financial support project,so in the implementation of specific management work,there must be corresponding management mechanism and the guarantee and support to realize the work in this respect.Moreover,the Ministry of finance,the Ministry of natural resources,the provincial finance and land departments have issued relevant management measures,which have made clear provisions fro m the aspects of project approval and implementation,project budget manag ement,financial accounting,fund management,etc.However,affected by the characteristics of long project cycle and high risk,and limited by the budget level of geological team,g rass-roots geological exploration units have been in the state of "allocat ing as much as spending" for a long time,and there are many problems in the budget management and actual work implementation.Under the trend of state-owned enterprises and institutions to comprehensively implement the system and mechanism reform,these p roblems restrict the future development of traditional geological prospecting units,and need to be further explored and improved.Based on literature review and theoretical research,this paper selects the Third Institute of Geology and Mineral Resources Survey of Henan Bureau of Geology and Mineral Exploration and Development(hereinafter referred to as the "The Third Institutes of Geology and Mineral Resources" or "The Third Instit ute of Geology and Mineral Resources of Henan Province")as the main res earch object.Collected the relevant information and data of the iron polymetallic ore survey and evaluation project in the Shangzhuang area of Dulan County,Qinghai Province(this art icle referred to as the "Qinghai Dulan Geological Survey Project")undertaken and implemented by this unit,and adopted case analysis and normative analysis methods to in-depth Analyzed the problems and their causes in each link of budget management.On this basis,this article combines the ch aracteristics of the basic geological prospecting unit,the existing theoretical research results and actual work experience,judges the key links and main risk points of the project budget management of this case,and proposes targeted improvement measure s and Optimization suggestions.It is hoped that through the res earch in this article,the project budget management and control of the Third Institutes of Geology and Mineral Resources can be improved,the efficiency of the use of budget funds,and the quality of public services can be improved.
