| In recent years,due to the financial pressure and insufficient supply of public goods in some local governments,in order to solve this problem,the PPP model has been paid more and more attention.This model combines the advantages of the government and social capital to achieve the rational allocation of project resources and improve the supply efficiency of infrastructure.Due to the long cycle of the PPP project and the characteristics of many stakeholders involved,the participants of the PPP project will be unable to achieve the balance of interests in order to maximize their own interests,which will eventually lead to the failure of the project.Therefore,the benefit distribution mechanism of the PPP project has gradually become the focus of both government departments and social capital.Therefore,the study of the cooperation mechanism between the two sides has certain theoretical significance and practical value.Based on evolutionary game theory and Vensim simulation,this paper will find out the main factors that affect the cooperation strategies of social capital and government departments,and provide a scientific basis for ensuring the smooth implementation of PPP projects.First of all,through the summary of the definition of the PPP model and the characteristics of the PPP project,make clear the feasibility of the cooperation mechanism between government departments and social capital,and find out the problems that are easy to occur in the PPP project cooperation.Secondly,it introduces the evolutionary game theory and system dynamics theory and their applicability,and makes it clear that there are unequal status and inconsistent interest demands between government departments and social capital in the PPP model.By setting the relevant parameters and strategies in the process of cooperation,the game matrix is constructed.Then,the stability of the equilibrium point of the evolutionary game is analyzed by using the replication dynamic equation of the evolutionary game and the Jacobian matrix,and the evolutionary game causality diagram of the behavior strategies of both sides is constructed based on the evolutionary game theory.Finally,the system dynamics model and numerical simulation of the evolution trajectory of the cooperation strategy are constructed,and the reasonable management strategy of the project is analyzed and discussed.The results show that the cost and intensity of incentives and constraints of government departments,the punishment of social capital opportunism,the extra benefits obtained from the active participation of social capital,and the net income obtained from the negative participation of social capital are the key factors that affect the evolutionary game strategy,and are important factors for the smooth progress of the PPP project.To sum up,according to the dynamic game process of government departments and social capital strategies,combined with evolutionary game theory and system dynamics theory,this paper analyzes the cooperation mechanism of PPP projects,and finds out the core factors that affect PPP project cooperation,which is helpful to the progress and development of PPP model. |
