| China’s Natural Resources Inspectorate was born in 2018,this year,the national restructuring of the Ministry of Natural Resources,the former land inspector rose to the natural resources inspectorate.The legal status of the Natural Resources Inspectorate was established following amendments to the Land Administration Act in 2019.Compared with environmental supervision,administrative supervision and law enforcement supervision,the internal supervision of natural resources supervision is more obvious and professional.However,there are still some problems such as the lack of legal norms and conflicts between the existing legislations at the level of legislation basis for natural resources supervision.At the level of power exercise,there are disputes about the status of the subject of supervision due to the vague boundary of supervision power,at the level of accountability system,there are still some problems,such as the need to improve the norms of accountability procedures,the low legal effectiveness of the results of supervision,and the unclear relationship between the audit responsibility and leading cadres leaving office.The complexity of natural resources and the dual system of authority in the field of ecology have an impact on this.Therefore,we can achieve the moderate unification of the laws and regulations in the field of natural resources by codification,and perfect the legal system by promulgating administrative regulations and rules to guide the supervision of natural resources as soon as possible.To enhance the legal status of the subject of natural resources supervision,appropriately expand the power of supervision to ensure the exercise of power,in addition to establishing a multi-subject coordination mechanism for natural resources supervision,and improving the accountability system for natural resources supervision,we will improve the supervision mechanism for the supervision of natural resources and prevent the abuse of the supervision power. |
