The Improvement Strategy On Legal System Of Geothermal Resources In China

Energy security determines the fate of a nation and it is an influence on sustainable economic development.At present,most of countries suffer from the exhaustion of fossil fuels and tend to focus on renewable energy.China has made great progress in development of renewable energy,but it is unbalanced.In a word,the wind energy and solar power receive plenty of support from law and policies,while geothermal energy lags far behind both on the investment of technology,money and law,policies.Moreover the present situation precludes the development of geothermal energy.The paper puts forward the mainly problems,analyzes the causes and finally concludes the ways.The paper is mainly in order to find out the problems that exist in the legal system of geothermal energy and seek for answers by means of learning the experiences of foreign countries.Overall,the innovations of the paper contain two aspects.One is the content such as formulating the technology laws;the other is research method which includes literature survey,comparative analysis and comprehensive analysis.The paper is divided into six parts.The first is the introduction part.This chapter introduces the background and importance of the topic,and then follows the research status at present.Finally this section presents the methodology and innovation.The second is about basic theory of legal system of geothermal energy by stating the legal conception,legal attributes and the values of legal system of geothermal energy.The third section mainly combs the legal system of geothermal energy in the light of legal hierarchy,such as constitution,law,local legislature,regulation,local government act,normalizative document of law.As a result of the combing,I come up with the problems of the legal system.The fourth chapter chiefly describes the law of geothermal energy of legal systems of European Union,the US and Australia.At the end of the part,I make a summary about inspiration.The fifth part relates to advice.As far as I am concerned,this section is the most important one.The part is based on the fourth part and is designed to put forward law suggestions to improve the legal system of geothermal energy.The ultimate goal is to developgeothermal energy.The last part of the paper is generalization.What is more,I bring forth the problem we may face in the future.
