Study On Emergency Management Of Meteorological Disasters In Jilin City

As climate change intensifies and human activities multiply,the impact of meteorological disasters on human production and life continues to strengthen.Especially in recent years,Jilin City has experienced major meteorological disasters such as torrential rains,typhoons,blizzard and freezing.People’s lives and property safety have been greatly threatened,and the safe operation of the city has been seriously affected.Carrying out meteorological disaster emergency management research,establishing a modern meteorological disaster emergency management system,and improving management capabilities are of great significance for ensuring the high-quality economic and social development of Jilin City.This paper defines meteorological disasters,meteorological disaster monitoring,prediction and early warning,emergency response and meteorological disaster emergency management.Based on the theoretical basis of risk society,public crisis management and collaborative governance,this paper summarized the main meteorological disasters and characteristics in Jilin City,and analyzed the status quo of organization,system and law and order of meteorological disaster emergency management.By using the methods of comparative analysis,questionnaire and interview,the study obtained 334 valid questionnaires and 10 interview records of meteorological emergency management personnel.The problems and reasons of meteorological disaster emergency management in the six aspects of risk prevention,monitoring,prediction and early warning business,organization and management system,law construction,defense financial guarantee and popular science publicity were summarized.Through referring to the research results and practical experience of relevant meteorological disaster emergency management at home and abroad,together with the actual situation of Jilin City,the study put forward some countermeasures for perfecting the meteorological disaster emergency management in Jilin City.First,strengthen prevention of meteorological disaster risks,actively carry out comprehensive meteorological disaster risk survey and disaster reduction capacity survey,and carry out climate feasibility demonstration and meteorological disaster risk assessment for climate change and urban development.The second is to strengthen business capabilities in meteorological disaster monitoring,forecasting and early warning system,improve the three-dimensional meteorological monitoring facilities,actively develop seamless intelligent grid forecasting,develop impact-based risk early warning,and promote the construction of emergency warning information release system.The third is to improve the multi-departmental linkage mechanism of meteorological disaster emergency management,and actively integrate the comprehensive prevention and control system of natural disasters.The fourth is to improve the establishment of regulations for meteorological disaster prevention,mitigation and relief,formulate defense standards,and carry out emergency management of meteorological disasters in accordance with laws and regulations.The fifth is to strengthen financial support for meteorological disasters,actively apply for central government and local financial funds,and give full play to the role of private funds in emergency response work.The sixth is to strengthen the popularization of meteorological disasters and training of emergency response,highlight the practicability of publicity training and exercises,and continuously improve the public’s awareness of disasters and self-rescue capabilities.
