| Panyu District, Guangzhou City, located in the hinterland of the Pearl River Delta,southern China bias typical subtropical marine monsoon climate,Torrential rains, typhoons,lightning, heat, haze and other disasters and extreme weather occurs frequently.With thecontinuous development of modern urbanization, meteorological disasters devastating impacton the operation of the city frequently, including productive activities and the lives andproperty of the people.Therefore, the construction of meteorological disaster preventionmechanisms is paid more and more attention to the community, disaster prevention andmitigation work is increasingly urgent been put on the agenda, the study of the characteristicsof meteorological disasters, impact, forecasting and disaster prevention and mitigation andother issues will become hot topic.Currently,Panyu District, meteorological disaster prevention mechanisms are still manyunsatisfactory areas, need to be further strengthened and improved.In this study, to useliterature, comparative studies, interviews and questionnaire method,In theory meteorologicaldisaster prevention and emergency management theory, cooperative governance support,through the analysis of the status quo of meteorological disaster prevention in PanyuDistrict,summing up the problems arise meteorological disasters including:poormeteorological disaster warning information transfer; numerous agencies, duplication offunctions; relief teams, inadequate treatment measures; the degree of involvement ofnon-governmental not high,The reasons are: lack of weather information unified publishingplatform;meteorological disaster emergency response mechanisms are weak; participationmechanism is not perfect;three anti-accountability is not perfect;government arrangedideological legacy, non-social organizations the threshold is high; weak public awareness ahdso on.By drawing on advanced foreign experience, from several major aspects of the defenseeffort, institutional settings, segregation of duties, operation mechanism, put forward toimprove the Panyu District of meteorological disaster prevention advice,Including: efforts topromote the modernization of meteorological services;sharing, to enhance cooperation;improvement of meteorological disasters accountability; strengthening the construction offlood control and rescue teams; enhancing public awareness of disaster prevention andmitigation; the role of non-governmental organizations.This study has some practical valueand guidance designed to Panyu weather disaster warning and disaster prevention andmitigation of how to effectively provide an idea and reference. |
