| As the core of our country’s energy security,mineral resource-based cities have brought strong support to the national economic construction.However,with the deepening of resource development,the problems of resource depletion and urban decline began to appear.In addition,the exploitation of resources for many years has caused many problems,such as ecological damage and unbalanced industrial development.Therefore,in order to ensure the sustainable development of mineral resource-exhausted cities,it is necessary to carry out urban transformation accurately.How to transform the mineral resource-exhausted cities is a puzzle faced by the whole world,which needs the government to play an authoritative role in the transformation.It is worth thinking about how government departments can fully perform their functions to promote the successful transformation of mineral resource-exhausted cities.However,in the process of urban transformation,problems will inevitably arise when government functions are realized.From the perspective of government functions,this paper deeply reflects on the problems faced in the development of mineral resource-exhausted cities,and analyzes the corresponding suggestions on the implementation and transformation of government functions,the hope can help the mineral resources exhausted city to realize the sustainable development.Based on the definition and connotation of mineral resource-exhausted cities and the functions of government,this paper makes use of relevant theoretical knowledge and takes Qitaihe,Heilongjiang as an example,based on the experiences of mineral resource-exhausted cities at home and abroad,this paper discusses how to carry out the government functions in the transformation of mineral resource-exhausted cities,and puts forward some suggestions on optimizing the government functions.Except for the preface,this commentary incorporates 5 subordinates,the first portion elaborated the government function and the mineral resources exhausted city concept,and “Resource curse” theory,public policy theory,the sustainable development theory are introduced as the theoretical cornerstone of this paper.The second part describes the general situation of Qitaihe Qitaihe and the current situation of the performance of government functions in the transition and development of the country.The third part describes the problems in the implementation of government functions in Qitaihe’s transition and development,and analyzes the reasons for these problems.The fourth part summarizes the successful experience of the transformation of the mature mineral resource-exhausted cities at home and abroad.The fifth part focuses on the difficulties faced by Qitaihe in its transformation and development,this paper puts forward some suggestions on how to improve the government function from the aspects of development concept transformation,industrial structure adjustment,talent team construction,People’s livelihood security promotion,city business card promotion and ecological protection. |
