Abstract/Summary:
The key problem that the resource-exhausted cities have to resolve is the absence of the government’s responsibility. Currently, for the government, there exist the following problems in the development of the resource-exhausted cities. Economic development takes the place of environmental protection; the conception of environmental management is too deep-rooted to be changed; the executive capacity is not powerful enough. In order to change this situation, government can take the following measures: on the basis of learning Baiyin and Yichun’s representative patterns of reform, government can expand the means of guidance through policies, improve system of both the administrative supervision and the legal supervision, through which the responsibility concerning environment that government should take can be quantified and be supervised. Therefore, government would be compelled to perform its role better, which is able to remedy the disadvantages of market and make the transformation of the resource-exhausted cities more reasonable.
