| In recent years,with the rapid economic and social development,the market of natural resources has become increasingly active,and the value of natural resources has kept rising.Meanwhile,issues regarding natural resources management have become increasingly prominent.The natural resources sector is responsible for the management,use and planning of land,minerals,forests among other resources,which gives rise to huge room for rentseeking during administrative approval,planning,resource transfer,licensing,etc.The affairs involved are highly policy-oriented,diverse in kind,and require high levels of expertise,leading to a set of regulatory difficulties and covert corrupt practices.At present,natural resources systems have seen frequent corrupt practices with more and more high-ranking officials and a larger amount of money involved.Therefore,the blame falls largely on the sector of natural resources management.The rise of corruption cases in natural resources systems shows that institutional measures to prevent and control corruption have not yet got to the root of the problem.Therefore,when it comes to eradicating corruption in natural resources systems,it is imperative to explore the building of an anti-corruption risk prevention and control system,which is of great theoretical and practical significance.This thesis reviews relevant domestic and foreign literature,conducts a theoretical analysis of Internal Control Theory,and carries out an investigation concerning the current situation of anti-corruption risk prevention and control of Natural Resources Bureau in District H.Based on these efforts,the thesis takes the anti-corruption risk prevention and control of Natural Resources Bureau in District H as the research object by identifying and analyzing the source of risk in anti-corruption.Moreover,it finds out the key areas and key steps for Natural Resources Bureau in District H to combat corruption.Then,questionnaires and ANP(Analytical Hierarchy Process)are employed to assess the level of anti-corruption risk and further sort out the anti-corruption risk management process of Natural Resources Bureau in District H.Based on the results,an anti-corruption risk prevention and control system has been established for this Bureau,which outlines the institutional framework,mechanisms and a supervision network in this regard.Finally,supportive measures are proposed to ensure the successful implementation of the anti-corruption risk prevention and control system in H district,including institutional,technical and culture-related support.What makes this article innovative is that,firstly,with its focus on the issue of anti-corruption risk,it adopts a combination of qualitative and quantitative research methods to identify and assess the level of anti-corruption risk in the natural resources sector.Second,with the establishment of a targeted anti-corruption risk prevention and control system,the application of the Internal Control Theory has been extended,and a new model for anti-corruption risk prevention and control in the natural resources sector has been explored,which highlights the fundamental role of anti-corruption risk prevention and control in the building of a system for corruption punishment and prevention. |
