| With the rapid development of urbanization and industrialization,the contradiction of more people and less land is becoming increasingly prominent.The sustainable use of land resources has become a major issue for governments at all levels,how to use land resources correctly,improve the utilization rate of land resources and make urban construction more standardized and orderly,land and resource enforcement is a necessary guarantee for urban construction and an important link for the orderly promotion of urban construction.As an important city in the northwest region of Guizhou,Hechi City is an important hub at the junction of Guizhou,Qian,and Sichuan,and is rich in natural resources.With the relocation of the office address of the Hechi Municipal Government,promoting the construction of Yizhou New District and the integrated development of Jinchengjiang and Yizhou has become an important task for the Hechi Municipal Government.How to ensure the smooth construction of the new district of Hechi City,the law enforcement of land and resources must follow up in due course.It is urgent to build a politically qualified,hard-working,business-savvy,disciplined,powerful,and people-satisfied administrative law enforcement team.Based on literature research,interviews and questionnaires,the article proposed the target content and research ideas of the study,explored the relationship between land and resources law enforcement and supervision and other law enforcement departments of the government,and used the literature analysis method,comparative research method,empirical analysis method and questionnaire survey method to come up with the following five findings,which are: the team rules and regulations are not perfect and there are loopholes in attendance;negative social evaluation has a The findings of the survey are: the team’s rules and regulations are not perfect and there are loopholes in attendance;negative social evaluations have a negative impact on law enforcement officers;there is a lack of effective communication among law enforcement officers;the operational quality of law enforcement officers needs to be strengthened;and the hiring of law enforcement officers is unstable,which easily leads to staff turnover.At the same time,the problems in the construction of the Hechi City Land and Resources Enforcement and Supervision Detachment are: the distance between the old and new urban areas makes it difficult for the land and resources enforcement and supervision team to adapt;the rules and regulations are not sound and there are mistakes in the attendance system;the lack of a corresponding protection system for the employed staff,which makes staff mobility and management difficult;the low social evaluation of the enforcement detachment and the lack of understanding of the public lead to hindrance in the enforcement work;the division of labour in the enforcement The main countermeasures are as follows: scientific division of zones,improvement of patrol environment and work efficiency;establishment of humanistic rules and regulations;clarification of the duties of employed staff and establishment of incentive mechanisms;strengthening social satisfaction surveys,increasing public participation and accepting public supervision.Strengthen the sources of illegal clues and improve the level of technological support. |
