Research On Long-term Mechanism To Monitor The Enforcement Of Land And Resources To Build Changji

Conserving natural resources and protecting environment is a basic national policy related to people’ vital interest and country’s survival and development. Therefore, in the present process of national development, we must pay attention to resource-saving,environment-friendly society and promoting industrialization and modernization, Land and resources law enforcement and supervision is one of the important contents. In recent years, Changji land and resources of law enforcement and supervision departments have been adhering to the land and resources management laws and regulations to implement the basic macro-control policy of the State Council, further increase the comprehensive law enforcement and take appropriate measures, remarkable results have been achieved so far. However, in actual law enforcement work, there still exist many weak links, illegal and criminal incidents occurred once and again, land resource management and enforcement are still facing grim situation.This paper took Changji as an example and selected its population data from 2009 to 2013 including per capita living area, GDP and fixed asset investment to analyze the variable driving factors of Changji’s land; According to various types of land use, particularly illegal land use cases, this paper summarized Changji’s characteristics, analyzed the achievements and prblems. Meanwhile, by analyzing the game theory and equilibrium theory between the Land law enforcement & supervision and the land owners, this paper found the balance of revenue maximization and guided the practical work of Land and resources law enforcement and supervision. At last, this paper put forward corresponding solutions in accordance with long-term mechanism of land and resources law enforcement and supervision to propel law enforcement supervision to be more scientifical and standardized.
