| The 19th National Congress of the Communist Party of China put forward the Rural Revitalization Strategy.The first item of the Rural Revitalization Strategy is industrial prosperity.The key is to activate the long-term precipitation of natural resources in rural areas because they are not priced in the era of industrialization,so as to realize value manifestation and value appreciation.Cultivated land resource is the basic resource and condition for human survival.It is one of the most important and underutilized resources in rural areas.Therefore,after the value and capital deepening of cultivated land resources,it is more and more important to participate in Rural Revitalization.To activate this part of resources,we must calculate its existing basic value clearly,find out the family background of rural cultivated land resources,and lay the foundation for its efficient utilization and development.With the development of society and the improvement of people’s demand for a better life,the function of cultivated land has gradually changed from single function to multi-function,especially the ecological function and landscape function.Therefore,from the perspective of multi-function of cultivated land,this paper uses the value method to construct the multi-function value measurement system of cultivated land.By consulting relevant materials and based on the existing research,taking Fuping County,Hebei Province as an example,the basic functions of cultivated land are determined from the natural attributes of cultivated land,and the functions of cultivated land are divided into three types and seven functions.Build a multi-functional value measurement method system,and analyze the evolution law of cultivated land multi-functional value in time,space and structure.The main contents and conclusions are as follows:(1)According to the research in this paper,cultivated land has three types of production function,ecological function(gas regulation function,water conservation function,soil conservation function,environmental purification function,biodiversity function),and three types of landscape cultural function and seven types of landscape cultural function.The corresponding cultivated land values include production value,gas regulation value,water conservation value,soil conservation value,environmental purification value,biodiversity value and landscape culture value.Using.different methods to calculate different values,the sum of different values is the multi-functional value of cultivated land.(2)The multi-functional value measurement system of cultivated land resources in the process of Rural Revitalization is constructed.The value of production function is calculated by income reduction method;The value of gas regulation is calculated by opportunity cost method;The value of water conservation is calculated by shadow engineering method;Soil conservation is calculated by market price method,opportunity cost method and shadow engineering method;The purified environment is calculated by the research method of scholar Yu;Biodiversity value and landscape function value are calculated by the equivalent factor method of scholar Xie Gaodi.Finally,the value of the seven functions is added to obtain the multi-functional value.(3)Fuping County of Hebei Province is selected as the study area to calculate the value of cultivated land resources,and analyze its temporal and spatial variation.The multi-functional value of cultivated land shows an upward trend of fluctuation.From 2014 to 2019,the value of unit cultivated land area in Fuping County increased from 171994.80 yuan·hm-2 to 224559.92 yuan·hm-2,and the multi-functional value of cultivated land increased from 2.567 billion yuan to 3.812 billion yuan.The change law of unit cultivated land area value and cultivated land multi-functional value is basically synchronous,showing a fluctuating upward trend as a whole.The production function value of cultivated land varies from RMB 2.252 billion to RMB 3.466 billion,the ecological function value of cultivated land varies from RMB 292 million to RMB 344 million,and the landscape function value of cultivated land remains at RMB 01 million to RMB 02 million.The proportion of the three types of value shows the relationship of "production function value>ecological function value>landscape function value".In addition,in the six years of Fuping County,the multi-functional value of cultivated land in various towns and townships is ranked from high to low as Chengnanzhuang Town>Fuping Town>Beiguoyuan Township>Pingyang Town>Shawo Township>Wanglinkou Township>Tianshengqiao Town>Longquanguan Town>Datai Township>Taiyu Township>Xiazhuang Township>wuwangkou Township>shijiazhai township.Through the analysis of the calculation results of the multi-functional value of cultivated land in Fuping County,targeted optimization measures are put forward,which is
