Higher vocational education is an important part of higher education,it undertakes the task of providing application-oriented technical talents for promoting national economic and social development,recruit students as the foundation for the development of higher vocational college.Recruitment of students that meet the development of the school determines whether the higher vocational colleges can develop healthily.In recent years,through the implementation of big data strategic actions,Guizhou Province has strengthened rural revitalization to promote development,and explored the path of green development with Guizhou characteristics through various measures,and the economy of Guizhou Province has been vigorously developed.At the same time,the economic reform and development of Guizhou Province is inseparable from the support of applied technical and technical talents.This has also brought new development opportunities for higher vocational colleges that focus on cultivating applied technical talents.The strategy of higher vocational colleges is becoming more prominent.In order to develop vocational education in Guizhou Province.Enrollment is an important link,and it is of great practical significance to study the implementation of the enrollment policy of higher vocational colleges in Guizhou Province,especially the classification examination.This is not only related to the vital interests of each examinee and his family,but also a major strategy for the economic development of Guizhou Province,and it also lays a solid foundation for the economic construction of Guizhou Province to provide a reserve of skilled talents.At present,although academic circles at home and abroad have conducted a certain degree of exploration and research on the classification examination enrollment policy and put forward some new thinking.However,Smith's policy implementation analysis model is rarely used as a framework to study the enrollment policy implementation of higher vocational classified examinations.Since the implementation of the Guizhou Higher Vocational Classified Examination Enrollment Policy,although certain results have been achieved,there are indeed many problems revealed in each link.There are still many ways that need to be continuously improved.Parents and candidates have mixed reviews on the effectiveness of the classification examination enrollment.So It is very important to study the value orientation,existing problems and coping strategies of the enrollment policy of classified examinations in higher vocational colleges.This article mainly focuses on the implementation of the classification examination enrollment policy of higher vocational colleges in Guizhou Province as the main research content,it analyze the current research background and significance of the current higher vocational classified examination enrollment policy from the perspective of policy implementation,and determine the research goals.At the same time,focus on using the Smith policy implementation process model to establish an analysis framework,through the identification of the related concepts of classified examination enrollment,policy implementation,the theory of multiple intelligence,and the Smith policy implementation model,the correlation between these theories and the enrollment policy is analyzed.Correspondingly,analyze the four factors that affect the implementation of public policies by the admissions policy itself,include higher vocational colleges,parents and candidates,and the policy implementation environment,and according to the current operating status of the classification examination enrollment policy,the questionnaire survey,interviews and other methods are used to conduct research.Gradually unearth the problems and reasons existing in the enrollment policy of classified examinations in higher vocational colleges in Guizhou Province.On this basis,sort out relevant domestic and foreign literature and learn from the experience of domestic and foreign higher vocational enrollment policies.Using the four dimensions in the Smith policy implementation analysis model,put forward the countermeasures for the implementation of the enrollment policy of the classified examination of higher vocational education,put forward the countermeasures for the implementation of the enrollment policy of higher vocational classified examinations,in order to provide some help for the healthy development of higher vocational colleges in Guizhou Province.
