Research On The Implementation Of Poverty Alleviation Policy In Small Towns In The View Of Smith's Policy Execution Process Model

According to the world's unified standards,China's poverty alleviation population has accounted for more than 70% of the world's poverty reduction population.As a developing country,China is the first to successfully achieve the Millennium Development Goals of the United Nations.However,the poverty problem is still the most prominent "short board" in China's economic and social development,and the situation of fighting poverty is complex and grim.Taking Y Town,Haimen City,Jiangsu Province,as the research object,this paper takes the process theory model proposed by Smith as the main theoretical basis,and uses the process theory model including the idealized policy,the executing agency,the target group,the ideal environment and interaction of the four elements as the analytical framework,to carry out the research into the implementation of the local poverty alleviation policy.Through a large number of analysis and research,this paper argues that poverty alleviation policy has achieved good results in the implementation process of poverty alleviation,but there are still some problems in the implementation process of poverty alleviation policy:imperfections in the implementation of poverty alleviation policyitself;the implementation of the main body of the policy needs to be improved;the rights and responsibilities between policy enforcement agencies are not clear;the target group is not well educated;participates in the poverty alleviation policy is not deep and the poverty alleviation policy cognition is not enough;the policy implementer and the policy object communication is not smooth,causing the concrete situation and the actual demand not to be grasped;the poverty alleviation policy implementation supervision mechanism is not in place;the policy propaganda is not comprehensive unable to understand the poverty alleviation policy very well;the policy execution environment is not ideal;The interaction between poverty alleviation institutions and poverty alleviation objects is formalized and they lack trust each other.To solve these problems and improve the effect of policy implementation,we need to use the Smith process model to explore the four elements to solve these problems.Specifically,starting from policy formulation,we should formulate scientific and rational poverty alleviation policies,strengthening the early demonstration of poverty alleviation policy formulation,improving the efficiency of implementation from the source and the executive power of government executing agencies,rationally allocating human resources,making the rights and responsibilities clear,improving the cultural quality level and participation level of the target groups,increasing the publicity of the government's poverty alleviation policies,strengthening the implementation and supervision mechanism,creating a good policy implementation environment,broadening the interaction mode between the relevant executive departments of the government and the target groups,building a benign interactive relationship.
