Research Of Domestic Services Industry's Policy Implementation Based On The Smith Policy Implementation Process Model

More than 30 years of reform and opening-up, domestic services has developed rapidly, and the scale is bigger and bigger. In the 1980s, the first batch of migrant women working in the housekeeping service, according to the all-china women's federation's statistics, there were 50000 domestic workers. Now, according to incomplete statistics, there are 20 million domestic workers and 600000 domestic service agencies in China domestic services market (source:good help domestic network). Most domestic workers are women as well as informal workers. As China gradually into the post-industrial society of in service industry as the leading development, combined with China entered the stage of aging society, the domestic industry is bound to become one of the main power of driving the development of service industry.At present, China's domestic industry is overall in the primary stage of development, which mainly reflect in domestic services needed homes', domestic workers', and intermediary organizations'(domestic company) immaturity. Employers family, for their part, the number of services to their needs and quality can not be clearly defined, and it often leads to a large gap between the expected and the virtual; For domestic workers, on the one hand, we admit that they sacrifice a lot, their work is of great significance, but because of their own in the knowledge skills, psychological quality, and living habits and so on have not been able to fully meet the needs of employers, so that distrusting produced, even have opposition between each other on the mood and behavior; For the domestic service company, because most of the companies set up late, some companies in order to pursuit so many profits that they neglected its management. These problems seriously restrict the healthy and long-term development of domestic industry. In order to promote employment, to meet the market demand, to improve people's livelihood, to accelerate the development of service industry, relevant policies have been issued from central to local levels. But policies have not been fully implemented, so we cannot deny problems are in policy implementation. Based on this, this thesis studies the implementation of the domestic policy.Smith policy implementation is seen as a tension generating force in society. Tensions are generated between and within four components of the implementing process: idealized policy, implementing organization, target group, and environmental factors. The model and the execution of domestic policy object has a particular need to study, so I choose Smith policy implementation model as a framework of this paper. But not on the copy of the model, Smith raised those specific factors listed in this model are not utterly applicable to the understanding and analysis of the problems during the implementation of the domestic policy, so this thesis is in combination with field investigation information, on the basis of the analysis of the profit as a logical starting point, combining with Smith policy implementation model, analyzing the link between implementation problems and the environment, the policy itself, actuator, and the target group, then seek the solution.Frame structure of this thesis can be divided into the following sections:The first part is introduction. This part mainly elaborated the research's significance, combing the domestic and foreign about the research status of domestic industry, and put forward the research's purpose, contents, methods, innovations and deficiencies.The second part is concepts and theoretical tool's clarification. This part is mainly to interpret policy implementation model, clarify the use of the model; The connotation of public policy and policy implementation, relationships between power and interests and the interests of the game to comb will be deepen interpreted to lay theoretical basis for the following analysis.The third part is the domestic policy-when and how. Through tracing the existence of domestic policy history of this part, tracing the background of the policy (can also be seen as a kind of policy environment), analyzing policy agenda's formation and participation in policy making, in which the formation process of domestic policy can be found on the subtle influence of policy implementation.The fourth, fifth, and sixth part respectively studies the "idealized policy" implementing organization, and target group. The policy environment not listed separately, which be integrated into these three parts. The three parts are the core of this paper. The fourth part studies the policy goal and value pursuit, the fifth and sixth parts are based on interviews and survey data, comprehensively analyze problems'nature and causes.The seventh part is tensions'remission. On the basis of above analysis, the author will put forward an effective method to ease tensions, resolve problems from the system level, organization level, cultural and behavioral level in order to form multiple linkage to crack implementation problems.The last part is conclusion.Innovation of this study lies in the following three points:Firstly, innovation of the research content. Through carding literature of domestic services research, we can find the research that often focuses the science of law, sociology and economics. There are few domestic services research achievements based on public management' discipline knowledge, and no special research results in domestic policies implementation. So the study itself has some innovation.Secondly, innovation of the research method. First of all, this thesis is based on the Smith's policy implementation process model which not be copied. Fieldwork materials are recognizing problems, analyzing reasons' more important source. The Smith model gets complement which comes from analysis of power and interests, as well as policy agenda. This study uses questionnaire survey method, interview method, literature analysis method, combining qualitative analysis with quantitative analysis. So there is certain innovation on the method.Thirdly, innovation of countermeasures. In this study, countermeasures are designed in regime, culture, organization and behavior, containing rigid restraint and the soft rib's construction. There are imaginations of rules, as well as organization and behavior. At the same time, these countermeasures are linked together, as close as lips and teeth, which have certain feasibility and innovation.The development of China's domestic industry is still in its infancy, let it go on the right track, it is the need of the market, as well as the society. It is important to have scientific and reasonable policies, however, implementation is more important. Currently, solving problems in the domestic policy implementation is a systematic engineering. We should consolidate at every step.
