Study On The Difficulties And Policy Improvement Of Returnees' Entrepreneurship In Gaoyou City

In recent years,mass entrepreneurship and innovation has become a new engine driving China's economic development under the new normal.Local governments at various levels in China to have the courage to innovators,aspire to entrepreneurs to provide a broad innovative entrepreneurial stage,driving the innovation main body from "niche" to "public",emerged with college students as the main body of the young entrepreneurs,business executives and serial entrepreneur,science and technology personnel entrepreneurs,represented by the study abroad returned entrepreneurs entrepreneurship "the new fourth army".After years of overseas experience,returnees with an international perspective are important drivers of innovation and entrepreneurship.This study in gaoyou returnees talent entrepreneurship as the research object,the methods of literature research,questionnaire survey,based on the theory of entrepreneurship,human capital theory,business status of gaoyou overseas talents,entrepreneurship policy,entrepreneurship predicament and its cause are studied,using the experience of domestic developed regions related practice,puts forward the feasible policy Suggestions for improvement.By the end of 2020,there are more than 120 overseas returnees in Gaoyou,and 55 enterprises have been founded in Gaoyou.With the support of relevant policies of the local government,these enterprises are running well.However,at present,returnees in Gaoyou still face difficulties in landing,germination and financing.The main policy reasons for these dilemmas are:lack of authoritative coordinating institutions,incomplete construction of financing platforms,imperfect policy system and imperfect service system.Therefore,by strengthening top-level design,formulating special development plans,establishing authoritative coordinating agencies,establishing efficient working mechanisms and implementing government support policies;Optimize the financing environment,actively expand financing channels,increase financial subsidies,and vigorously develop venture capital;Improving the service system,strengthening entrepreneurship direction guidance,building entrepreneurship service platform,broadening information source channels,creating a good entrepreneurial atmosphere and other policy improvement measures can create a better policy environment for returnees to start their own businesses and attract more returnees to gaoyou.The innovation of this study is to analyze the difficulties and causes of returnees in the process of entrepreneurship in Gaoyou from the perspective of public policy,and put forward countermeasures.The disadvantage is that,as a county-level city,Gaoyou has few returnees and few enterprises,so the research conclusions may not be representative and have little reference for other regions.
