The Comparison Of Returnee Entrepreneurship Policies Between Shanghai And Beijing

With the increasing comprehensive national strength of China, more and more overseas students chose to return home. Among them, some people came back to start a business. As important national intellectual capital, returnees are important to China in realizing the strategy of reinvigorating China through human resource development. In order to attract and encourage more overseas personnel coming back, the Chinese government actively introduced a series of policies which relate to all the aspects of returnee entrepreneurs’ work and life.However, the proportion of high-level returnees is still less. For pursuing high level talents, our country still faces a severe situation, which means making proper and attractive policies to attract high-level returnees is quite urgent and important. Besides, Beijing and Shanghai is the most important places where returnees chose to start a business. However, 36.1% of returnees chose Beijing while 8.2% chose Shanghai. Studying the difference between the two cities has the practical significance.On the basis of the existing research, combined with the framework of entrepreneurship policy proposed by Anders Lundstrom and Lois A. Stevenson, and the particularity of the group of returnees, this paper established a new framework of returnees entrepreneurship policies. What’s more, this paper took returnees entrepreneurship policies of Shanghai and Beijing for an empirical research by the method of content analysis with the step of coding and statistics. The principal conclusions are as follows.Firstly, the number of returnee entrepreneurship policies of Beijing and Shanghai has been rising with the proper direction of development. (1) Government introduced a large number of relevant policies to help financing for recognizing the difficulty of financing is the most common problem returnee entrepreneur faces. (2) Government introduced a large number of welfare policies for considering that no worry for life is the most fundamental guarantee for returnee entrepreneurs. (3) The introduction of talent combined with industrial development and the policies began to focus on strategic emerging industries.Secondly, the returnee entrepreneurship policies of Beijing and Shanghai still have some problems. (1) The number of policies in financing is high, but the funding application threshold is high, which means it’s difficult for returnee entrepreneur to do indirect financing. Besides, direct financing system is still not mature. (2) The number of policies in entrepreneurship promotion is low and policies lack of the content of scientific evaluation on the policy implementation. (3) Policies focus on talent introduction and incentives, but lack of entrepreneurship support on talents cultivation. (4) Policies put more emphasis on entrepreneurial welfare policies, but lack of entrepreneurial development policies.Thirdly, the returnee entrepreneurship policies of Beijing and Shanghai focus on different part. Beijing paid more attention to the creation of entrepreneurial atmosphere and Shanghai paid more attention to the specific formulation of subdivision policies.According to the conclusion, this paper put forwarded some suggestions to relevant government department for the reference.
