A Research On The Effect Of Entrepreneurship Policy On City Entrepreneurship Output

Innovation and entrepreneurship are principal factors in promoting economic development.In 2008,Chinese government implemented a national program,calling on a batch of cities to enlarge employment through entrepreneurship,thus building entrepreneurial cites.Entrepreneurship policies can affect city entrepreneurship output through entrepreneurship environment.Research on the effect of entrepreneurship policy on city entrepreneurship output is very important and meaningful both theoretically and practically for entrepreneurship policy-making and future development of city entrepreneurship.By treating entrepreneurship policy as government input and the results of the program as city entrepreneurship output,we discussed the effect of entrepreneurship policy on city entrepreneurship through an input-output method.To analyze the effect of entrepreneurship policies more specifically,we divided entrepreneurship policies into nine dimensions according to text analysis of the program report from 84 cities.The research analyzed the effect from two perspectives: entrepreneurship environment and entrepreneurship policy route.From the entrepreneurship environment perspective,we used regression method to analyze the effect of each dimension of entrepreneurship policy on city entrepreneurship output and treat entrepreneurship environment as a mediator.We found that entrepreneurship environment can significantly promote city employment through entrepreneurship.Entrepreneurship policy on the media and service dimension can help increase the economic contribution of entrepreneurial activities in the city.However,there are many limitations using regression method to analyze city sample in our research.To overcome these limitations,we introduced the newly developed fuzzy set qualitative comparative analysis(fsQCA)method.From the entrepreneurship policy route perspective,we used fsQCA method to directly analyze the policy route of how entrepreneurship policy input affect city entrepreneurship output.According to the core conditions in fsQCA result,we divided all the final solutions to improve city entrepreneurship output into four main entrepreneurship policy routes.Each policy route reflects the characteristic of corresponding cities and the consistency of the routes have been examined by these city cases.These routes provided practical and effective advice for similar cities.By dividing entrepreneurship policy and city entrepreneurship output specifically through a new method,we were able to study the effect of government organization efficiency as a dimension of entrepreneurship policy.Also,by analyzing the importance of keywords in each policy dimension,we explored a quantitative measurement of entrepreneurship policy to examine the effect of entrepreneurship policy on city entrepreneurship output using both regression and fsQCA method.This complemented empirical research on entrepreneurship policy and provided valuable advice for city entrepreneurship development.
