Research On The Optimization Of Statistical Credibility Of S Street From The Perspective Of Total Quality Management (TQM)

With the rapid economic and social development,urban and rural economic structure overall social distribution are changing.The public has begun to pay attention to the grass-roots statistical data,the demand for the grass-roots statistical data is increasing,and the quality of the grass-roots statistical data is also becoming higher and higher.Directly,the quality of grass-roots statistical data reflects the credibility of grass-roots governments and is also the basis of the credibility of governments at all levels.However,Influenced by institutional,executive and historical factors,the quality of statistical data at the grass-roots level is uneven,and there are still many contradictions and problems.So the optimization and improvement is a long way to go.This paper takes S street government statistical credibility as the research object,and obtains first-hand information through questionnaires.Through the theoretical perspective of total quality management,this paper makes a systematic analysis on the status and performance of S Street government statistical credibility,and then makes a TQM model analysis on the reasons for the weakening of S street government statistical credibility,and finally puts forward the relevant optimization path.The paper is divided into six parts: the first part mainly introduces the research background and significance,research status at home and abroad,research content and methods,and innovation.The second part mainly defines the related concepts of government credibility,statistical data quality and grass-roots statistical credibility,and introduces the background,characteristics and enlightenment of total quality management theory.The third part,from the perspective of total quality management theory,constructs the optimization model of public credibility.The fourth part adopts the questionnaire survey method to investigate the current situation of S street government statistical credibility,and analyzes the current situation,basic problems and weakening performance of S street government statistical credibility according to the survey results.The fifth part analyzes the reasons for the weakening of S street government statistical credibility which based on the model,and puts forward the main reasons for the weakening of S street government credibility,including the imbalance of organizational structure,the failure of quality document evaluation system,the weak management of statistical process and the lagging feedback of statistical products.The sixth part,from the perspective of TQM theory,puts forward the path to optimize the grassroots statistical credibility from the aspects of organizational structure,document evaluation,process control and product feedback.It mainly includes: optimizing the basic structure of statistical organization,optimizing the data quality evaluation system,improving the guarantee of prior statistics statistics system,implementing the control of in-process statistical cycle,strengthening post-statistical data detection and constructing statistical product feedback mechanism,etc.
