| Since the seventies of last century, due to the social reality based on the economic globalization and IT development in requirements of strengthening the role of market mechanisms, western countries launched a vigorous "new public management movement" against monopolies, low efficiency, fiscal deficits and various crises caused by the totalitarian government and bureaucracy. Though there were some differences in the contents and ways of reform among governments, they agreed on how to strengthen the government’s awareness of service, reduce service costs, rejuvenate service mechanism, innovative service patterns, intensify service performance and enhance service capabilities. Therefore, service-oriented government, as a new government management mode, has become a worldwide tendency. All countries, including China, cannot ignore this tendency, let alone stop it. Besides, our country is also facing problems confronted by western countries, such as bureaucracy, overstaffing, inefficiency, etc., especially the grass-roots governments.This dissertation researches how to build up a comprehensive quality management system (TQM) in our grass-roots governments and evaluate its operating effect. Under the above background,how to implement TQM in our grass-roots governments is recognized as our research object.Firstly, the theoretical concepts of TQM for government are defined. Based on a review of the existing and related documents and relevant information of the implementation of TQM by domestic and foreign government, the paper elaborates on the process of the emergence and development of TQM and comparative analysis of the similarities and differences of TQM between governments and enterprises is also performed.Then, the adaptability of our grassroots governments to implement TQM has been analyzed, including the necessity and feasibility, and the present implementing situation of the management at home and abroad, on basis of which the analytic study of our government’s deficiencies to implement TQM has been undertaken.Once again, with the help of a case of one grass-roots government in Sichuan province to implement TQM, the paper analyzes the basic requirements to build up TQM,as well as the basic framework and the problems existing in the implementation, and provides the theoretical and practical guide for the construction of TQM in our grass-roots governments.Finally, combining the actual circumstances, the paper suggests measures and methods to introduce TQM into our grass-roots governments. |
