| The strategy of Rural Revitalization is the great strategy put forward by General Secretary Xi Jinping in the nineteen major reports of the party.The report points out that the "three rural issues" is a key issue to solve the well-being of the people and a major task of the party and the state.In the new development stage,in order to implement the Rural Revitalization Strategy,all regions actively introduce talents for rural areas.Talents,as the first resource of innovation and development,are the key to the Rural Revitalization Strategy.However,the effect of rural talent return is not obvious,showing the difficulties of talent introduction,retention and use.The total amount of rural talent is insufficient,which is difficult to meet the development requirements of Rural Revitalization Strategy.Therefore,how to solve the dilemma of rural talent return is an urgent task for all regions to implement the Rural Revitalization Strategy,and it is an urgent topic for the majority of scholars to study.Through consulting extensive literature,this paper analyzes the research status of rural talent return dilemma at home and abroad,summarizes the relevant theoretical basis of rural talent return,and expounds the related concepts of Rural Revitalization Strategy,talent and rural talent,brain drain and brain return,based on push-pull theory and demand level theory.According to the relevant documents and data of the government,this paper analyzes the general situation,implementation measures and achievements of rural areas in Tongnan District of Chongqing.By means of questionnaire survey and interview,this paper comprehensively analyzes the dilemma of rural talent return in Tongnan District,and combined with theoretical knowledge,analyzes the reasons for the dilemma from policy,capital,environment,system and other dimensions,and puts forward some countermeasures and suggestions.The main conclusions are as follows: first,increase policy support,enhance security,and retain the heart of rural talents;At the same time,we should make a variety of preferential policies for returned talents,give them the opportunity to fully display their talents,and solve the problem of "unable to attract talents".The second is to optimize the talent return environment,enhance the regional comprehensive strength,and give talent development space from the economic aspect;Provide financial support for entrepreneurship,build a platform for returning home to start businesses,and attract talents to return home to start businesses with the help of social capital;Strengthen the quality of rural education,strengthen exchanges and cooperation with agricultural colleges and educational institutions,strengthen the professional skills of rural talents,and promote the research and development of technological achievements;We should improve the infrastructure,improve the social environment of rural talents,play up the rural cultural atmosphere,and solve the problem of "talent retention".Third,we should improve the talent return mechanism,pay attention to talent management,adhere to fair and open recruitment,and find the "guide" suitable for rural development;We should strengthen the development of talents,gather talents to participate in rural construction,inject fresh "blood" into rural industry,and solve the problem of shortage of agricultural technical talents;We should adopt incentive mechanism,innovate material incentive and strategic incentive to improve the attraction of talent return;Grasping the "three degrees" of talents is embodied in thinking dimension,precision and temperature,so as to solve the dilemma of "poor use" of rural talents. |
