Research On Policy Evaluation Of Whole Process Engineering Consulting Based On PMC Index Model

At present,under the background of the continuous development of the construction industry,the needs of owners are gradually becoming more complicated,diversified and personalized.The fragmented consulting services provided by the traditional engineering construction mode are difficult to meet the needs of the full life cycle consulting services of the project,and the disadvantages are gradually revealed.In order to adapt to the new demand of the development of construction industry,the whole process engineering consultation is put forward in this environment.Based on the above background,the development of whole-process engineering consulting has become the inevitable direction of consulting industry in the future.In recent years,whole-process engineering consulting has gradually received national attention.my country has increased its promotion efforts from all aspects.Among them,as an external driving force,relevant policies have become a factor that cannot be ignored in promoting the rapid development of whole-process engineering consulting.However,the current whole-process engineering consulting policies are still insufficient and fail to give full play to the guiding role,making the wholeprocess engineering consulting further Progress is hindered.Therefore,it is necessary to optimize the policy text.Policy evaluation can not only provide a guarantee for the scientific formulation and effective implementation of policies,but also the basis for determining the direction of policy revision and optimization.Although a small number of scholars have paid attention to the research direction of the whole-process engineering consulting policy,the evaluation of the policy text is still blank.In view of this,this paper focuses on the whole-process engineering consulting policy in my country,and uses the PMC index model method to evaluate it,which mainly includes the following contents.Firstly,the whole-process engineering consulting policies issued by the state and localities from 2017 to 2021 were collected from various channels such as government official websites and professional databases,and the policy texts were preprocessed as the basic data for the study.By referring to the policy evaluation variables set in the existing research,at the same time,starting from the wholeprocess engineering consulting policy itself,using text mining and other means to carry out in-depth analysis of the obtained policy texts,to determine the level of compliance with the characteristics of the whole-process engineering consulting.Policy evaluation variables to form a multi-input-output table.On this basis,a wholeprocess engineering consulting policy evaluation model is constructed.Secondly,representative policies were selected from the collected whole-process engineering consulting policies as samples for policy evaluation.PMC index model was used to calculate the PMC index of each sample policy and classify the policy grades.Finally,according to the policy evaluation results,the policies of the policy on sample evaluation variable scores and compares and analyses the specific content of the policy by the coverage of policy evaluation of breadth,and further,the degree of detailed policy depth explore identification policy,which can be used for optimization of the whole process of engineering consultancy and provide suggestion for the perfection of the policy.Through this study,it can point out the direction and provide the basis for policy makers to formulate the whole process engineering consulting policy in the future,strengthen the guiding role of the policy to the industry,in order to speed up the development of the whole process engineering consulting in China.
