Making breakthroughs in key core technologies is an important issue for China to build itself into a world power in science and technology during the 14 th Five-Year Plan period.As the core force of scientific and technological change,artificial intelligence is a new engine of economic development and a new height of international competition.China has elevated artificial intelligence to the level of national strategy,and its technological innovation and theoretical modeling capabilities have been promoted as a whole,leading to a chain breakthrough.However,developed countries are "using both the carrot and the stick" in the field of scientific and technological innovation,and "chasing after and blocking",which exposes the problem that China's artificial intelligence key core technology is "stuck".Reasonable evaluation of technological innovation ability is the cornerstone of breaking the shackles of key core technology deficiency and promoting the reform of national science and technology governance system.Therefore,it is of great significance to objectively evaluate the innovation ability of China's artificial intelligence key core technologies and identify the shortcomings and influencing factors for improving China's scientific and technological competitiveness and realizing the strategic goal of making China a scientific and technological power.First of all,the connotation and characteristics of artificial intelligence key core technology innovation are defined,the layout of artificial intelligence key core technology is sorted out,the components of artificial intelligence key core technology innovation ability are clarified,and the ability model is constructed.Secondly,the index system of measuring the innovation ability of artificial intelligence key core technology is constructed.Finally,the coefficient of variation-improved TOPSIS method was used to objectively assign weights and estimate the comprehensive evaluation value.The results show that :(1)The key core technologies of artificial intelligence are characterized by positive externalities,cyclic technological innovation,high open demand,high added value of technological transformation,and cross-integration of multi-disciplines and multi-industries.(2)The innovation ability of China's artificial intelligence key core technology improves steadily,but its growth rate does not match the growth rate of each quasi measured layer,and there is a "scissors and fork effect".(3)The overall level of innovation subject is becoming more and more perfect,but some subdivided indicators have obvious fluctuations.In terms of weight,the influence of the number of innovation subjects on the innovation ability of AI key core technology is higher than the resource input of innovation subjects.(4)The innovation environment generally maintains a good trend,but its growth rate slows down significantly.Algorithms have a significant impact on promoting the innovation of artificial intelligence core technologies.(5)In the aspect of system benefit,the comprehensive evaluation value increased from 0.316 to 0.684,the growth rate continued to accelerate,and the weight of patents and the number of papers was high.Finally,it puts forward policy suggestions and concrete measures to optimize the innovation ability of artificial intelligence key core technology.
