In recent years,the development of national creative industry face the a basic proposition and a common problem.Especially in the stage of program show's planning proposal,the intangibility of creativity may leads to the information paradox of Arrow.The determination of the creative value of the program requires producer must disclose the creativity in the process of transaction.Then the buyer actually obtained the creativity without any cost.In order to explore how to protect creativity under this paradox,this study takes the process of program show planning proposal as the research object,field observation and interview as the main research methods,and research the content under the Arrow information paradox and innovation diffusion theory.This paper deeply analyzes the reasons for the difficulty of creative protection,the reasons for Arrow's information paradox in the program planning proposal,and the reasons of nobody pay attention to creative protection.The study plan to explore the way of creative protection in the future stage of China's program show planning proposal.The research shows that the difficulty of creativity protection under Arrow's information paradox.The difficulty is mainly caused by the problems of creativity itself,trading environment and the difficult of rights protection.The unclear definition of creativity and the nonstandard trading environment make it difficult to protect it by the law.In China,the mode of program trading is not clear,the status of program screenwriter and producer is not equal,and the trading rules are not fair,which leads to the producers in a completely passive position.When the actual plagiarism occurs,it is difficult for producers to maintain their creativity.The protection of creativity is facing many difficulties.The research shows that the academic circles in China usually regard creativity as a kind of information.But in fact,creativity is not only information,but also the integration of many contents.The diffusion theory of innovation points that in the creative's persuasion stage,there are five variables that directly affect the adoption rate of innovation.Creativity can be copied.These five variables can't be copied.SO in this stage,producers can't directly protect creativity,but choose to protect creativity in disguise by improving these five variables.To a certain extent,this measure can alleviate the problems which caused by Arrow's information paradox in the program planning proposal.In the future,if China wants to protect creativity more directly,it still needs to protect creativity from the industry?Refer to foreign measures,optimize the separation of screenwriter and producer,establish industry regulation association,and build a reasonable creative trading relationship.
