The Impact Of Export Control Adopted By The US On The Innovation Of ICT Industry In China

In the 1G and 2G era of mobile communication,China was in a backward stage.In 3G,China had made a breakthrough.In 4G,China has catched up with other countries gradually.In 5G,China has begun to take the lead.At the beginning of the development of 5G,China has achieved good results,and China is becoming one of the leaders in the world's communication industry,and the independent innovation ability of China is constantly being improved.However,some key technologies in the industry are still in a bottleneck state,and they are heavily depended on foreign countries,especially the US.In view of Chinese key and bottleneck areas,the US has a lot of targeted export controls to limit the rise of China.Now,the international competition,especially in 5G,is in full swing.In order to withstand the pressure from the US,it is very important to know the influence of export control.Therefore,literature analysis,comparative analysis,and the combination of qualitative and quantitative analysis are applied in this paper,and this paper focuses on the export control of the US.Firstly,by comparing the development of the communication industry between China and the US,it is believed that there is a gap between China and the US now,but from the perspective of future development,China has more advantages.Secondly,the export control measures of the US are studied,and the US takes measures for three reasons:the general trend,historical tradition and realistic needs.In terms of the content of the current measures,the export control is mainly based on the entity list,which is strict,targeted and broad in characteristics.This paper predicts that the Sino US relations will be relieved in the future,but the local competition in the communication industry will intensify.Then,it analyzes the specific impact from the case of Huawei,and thinks that the export control of the US has influenced the current communication enterprises,industry and China greatly.And then,six variables are chose to quantify the creativity of the communication industry and others,it thinks that the export control of the US is beneficial to the innovation ability of Chinese communication industry,and there will be more room for development in the future.Finally,it comes to the conclusion that the export control of the US has certain obstacles to the development of Chinese communication industry now,however,in the future,the growth of communication industry,and even the whole country will be unstoppable,this paper also makes some thoughts and suggestions from the government and enterprises.Compared with the existing literature,the innovation of this paper lies in the use of cases and empirical analysis of the impact of export control,the novelty of the topic and the impact analysis from a dynamic perspective.
