In recent years,China's mobile phone industry has developed rapidly, the scale of users has expanded rapidly, and the frequency of mobile phone replacement has also become faster. The resulting number of used mobile phones has increased sharply. If these used mobile phones cannot be effectively recycled,it will not only cause a lot of waste of resources.,It will also cause serious environmental pollution. With the continuous development of society, sustainable development has gradually become a hot topic that more and more people pay attention to.With the increasing demand for green and sustainable development, how to protect the environment, save resources, and achieve harmony between the economy and the environment,Sustainable development has become an important direction of people's discussion and research. Therefore, the effective recycling of used mobile phones is of great significance to the economy, society and the environment. The paper first analyzes the relevant literature on reverse logistics at home and abroad, summarizes the progress and deficiencies in the research of reverse logistics at home and abroad, and discusses the concept, characteristics, classification of reverse logistics,as well as the recycling channels and recycling processes of used mobile phones. The recycling model is summarized.Secondly, the paper analyzes the current situation of the recycling of used mobile phones in H city, focusing on the analysis of the number of mobile phones of residents in H city, the number and distribution of recycling sites, storage centers, and processing centers in H city, and uses the Stanford estimation model to estimate the number and distribution of mobile phones in H city by2020.The number of used mobile phones produced in the year is predicted. The research found that the total number of mobile phones in City H is about 12 million, and the number of used mobile phones produced in 2020 is about 1.5 million. However, the reverse logistics network of used mobile phones in City H has unsound logistics facilities.,Network planning is unreasonable and other issues, its recycling capacity is far from being able to meet the recycling requirements of used mobile phones in City H.In response to these problems, based on the principles of the reverse logistics network planning for used mobile phones, the paper built a new three-level logistics facility for City H,which is composed of recycling sites, storage centers, and processing centers, including the second-hand mobile phone market, raw material processing plants, and garbage disposal. The reverse logistics network structure of the market. And through the mixed integer linear programming method(MILP)to design the location of the facilities in the reverse logistics network, the flow between facilities, and establish the goal of the lowest total cost, with the processing capacity of each facility and the transportation volume between facilities as constraints. The mathematical model of the reverse logistics network of used mobile phones. Finally, the paper combines the capacity and cost of each logistics facility, the distance between the various regions of H City, freight and other data, uses LINGO software to solve the reverse logistics network model of waste mobile phones in H City, and obtains the lowest value of the reverse logistics network of waste mobile phones in H City.Cost and the optimal number of facilities in the logistics network at this cost, the optimal location and the flow between the facilities, completed the optimized design of the reverse logistics network of waste mobile phones in H City, and then carried out the risk of the construction of the reverse logistics network With feasibility analysis, the feasibility of constructing a reverse logistics network for waste mobile phones in H City was determined, and relevant suggestions were put forward for the reverse logistics of waste mobile phones in H City.
