Nowadays,with the rapid development of information technology,commercial banks must put more emphasis on the management of information systems in order to be further developed.The construction of information systems feature in professionalism and complexity,Commercial banks cannot afford to undertake the workload of development,operation,maintenance and promotion.Therefore,it is inevitable to choose to outsource its part or all of the workload,and equipped with professional operators to participate in the construction throughout the whole process.According to the statistics,the outsourcing scale of information system in the domestic financial industry is continually rising and with an annual growth rate of exceeding27%.However,how to carry out quality management of the whole process and improve the efficiency and effectiveness of information system construction has become a problem that commercial banks need to solve urgently.Bank Z is the earliest established state-owned bank with the longest operating duration in China,and it is also the first domestic “A + H” listed bank.During the100-year operation of Bank Z,it has undergone many restructurings,and continuously to promote the construction of information systems in recent years,aiming to develop electronic channels,occupy the market,and providing customers with delightful services.Therefore,resulting from the relatively high frequency of developing information systems and IT platforms,it has been all outsourced to third-party professional operators.Above all,on the basis of the research on the related theories and concepts of information system outsourcing,the article chose Bank Z as a research case.Through the analysis of the status quo of outsourcing management of Bank Z's information system,it analyzed the deficiencies in its quality management,such as lack of quantitative quality management,inadequate communication and coordination,difficulty in establishing trust relationships with operators,and inadequate IT technical personnel construction,etc..Based on the summary of the experience of domestic and foreign information system outsourcing quality management,combined with the actual situation of domestic commercial banks,suggestions on how to further improve the quality of the outsourcing management of Bank Z's information system were proposed to implement standardized quality management,establishment of a two-way communication and coordination channels,and strengthen the trust relationship between the parties.
