Correlation Analysis On Evaluation Of Reference Measurement And Peer Review Based On Chinese Humanities And Social Science Journals

With the continuous development of politics,economy and culture in China’s society,academic journals in China also had a rapid development.In terms of libraries,because of the limited budget,it is impossible to purchase all the academic journals in all disciplines.Thus,the objective condition of the rapid increasing academic journals promote libraries to have objective and fair evaluation on academic journals,so that it can provide references and guidance for the purchasing work.Afterwards,due to the arrivals of internet age,there are more and more channels for public to access to the information,and the requirement of the information quality became higher and higher.At this time,the demand of the evaluation work for academic journals also increasing constantly,and academia started to focus on the journals evaluation area.The types of evaluation method,evaluation purpose and the possible effects have become research hotspot gradually.Currently,in China,the main method of the evaluation are quantitative evaluation,qualitative evaluation and the combination of quantitative and qualitative evaluation.For the quantitative evaluation,it is mainly depends on bibliometric method,and the qualitative evaluation is based on peer review.However,there are few analysis cases from the angle of specialist and peer review by using its evaluation indexes data.As for two reasons:1).Lack of real cases due to the large consuming of human and financial resources;2).There are constrains existed for the system,indexes and personnel,the likelihood would be small to publish the relevant data.Hence,currently,in the process of the correlation study of academic journals methodology system,it is more focused on the data acquisition and analysis from foreign references database and the academic social database with characteristics of peer-reviewed.In this paper,it is expect to have a correlation study for the reference measurement evaluation and peer review in Chinese humanities and social science academic journals based on the example of library and information science journals,so that to provide more data and theoretical support for establishing a reasonable and scientific system for journals evaluation.In this paper,the reference measurement indexes and peer review indexes for library and information science journals were measured and analyzed by means of literature research,correlation analysis,principal component analysis and induction and deduction.After the filtrating of the data and samples,it comes out 28 library and information science journals to be the analysis sample.Firstly,analyzing the correlation of the 23 reference measurement indexes and the general score from specialist and peer review respectively.Afterwards,having a principal component analysis based on the 23 reference measurement indexes and 27 specialist and peer review indexes,then research the correlation again.After the correlation analysis based on SPSS,the correlation coefficient for the general scores from reference measurement angle and that from peer review angle is 0.565,which indicate a significant and positive correlation.The result reveal that,in Chinese humanities and social science academic journals,measurement indexes evaluation plays an important role in journals quality evaluation.Since the quantitative evaluation can reflect the quality evaluation in some extent,so the measurement indexes is an indispensable method for evaluation.Nevertheless,there are still limitations for the measurement indexes,some quantitative indexes for evaluating the periodical form can not equate to the journals content evaluation,there is no positive correlative relationship between them.Therefore,it might bring some influences for the journals quality evaluation results if only reply on the measurement indexes.For these reason,the thought of making the measurement indexes to completely instead peer review method should be abandoned.It is more reasonable to combine citation analysis measurement indexes and peer review guided by the inclusive evaluation,which prior to evaluate the journals quality.It would more likely to be a fair and comprehensive method to evaluate journals.
