PSTN phone and GSM mobile phone have been popular in the world, infiltrated into every corner of social life. PSTN and GSM network interoperability security problems have become increasingly prominent, especially in some sensitive sectors, such as government, military, security issues become more and more acute. Eavesdropping, impersonation, denial and voice impersonation attack to the users has caused tremendous losses.So far, the world's PSTN and GSM operators have invested enormous costs, including construction and maintenance of the backbone network and the subscriber loop. In the short term upgrade PSTN and GSM networks to enhance the safety of the two is unrealistic, and the cost is very high. Therefore, in the current PSTN and GSM networks on the basis of enhancing its terminal security is a better solution.In this paper, we analyses the current existing public telephone network's secure communications solutions, proposed a solution-wired and wireless telephone exchange encryption system. Introduced the wired and wireless telephone exchange encrypted security system design principles. Wired and wireless telephone exchange encrypted end-to-end encryption system choice, the introduction of the PKI system. Achieving a telephone exchange system of encrypted authentication, access control, data encryption, digital signatures, key management and other security services.Wired and wireless telephone encryption system has broad prospects for application, such as the armed forces, government and party affairs, and large enterprises. Wired and wireless telephone encryption system has good commercial value.
