In 2015,the Education Department of Gansu Province listed eight local undergraduate universities as the pilot of application-oriented transformation and development,in order to adjust the orientation of universities and cultivate high-level application-oriented talents.As the main implementer of teaching activities,teachers are the key to the smooth transformation and development of colleges and universities.Therefore,it is important to build a team of teachers with high theoretical literacy,strong practical ability and certain applied research and development ability.Based on eight transition pilot universities in Gansu province as the research object,according to discover problems,to explore the reasons and puts forward the basic train of thought,with the six modules of human resource management as theoretical basis for compiling the questionnaire and interview outline,the transition of "double type" teachers in colleges and universities basic structure,employment selection system,training,training mechanism and examination of incentive system to investigate;Finally,guided by the theory of teacher specialization and the law of internal and external relations of education,the paper puts forward countermeasures and suggestions for the construction of "double-qualified" teachers in the pilot universities.The results show that some achievements have been made in the construction of "double-qualified" teachers in the pilot universities in Gansu Province: the overall educational level of teachers has been improved,the title structure and age structure are relatively balanced,the accreditation standards of "double-qualified" teachers have been widely covered,and the school-enterprise cooperation in training "double-qualified" teachers has made obvious progress.But at the same time,there are also some problems,such as unreasonable structure of "double-qualified" teachers,imperfect employment and selection system,lack of effectiveness of training mechanism and immature assessment and incentive system.The reasons include poor practical teaching conditions in material security,limited funds for teacher training,incomplete system of teacher transformation in institutional construction,unsmooth channels for introducing teachers,and backward concept of transformation and development in subjective understanding.In view of the above problems,this study suggests:(1)Education authorities in Gansu province should strengthen the management function,play the role of policy guidance: to provide special funds for teacher transformation,improve the supporting policies of school-enterprise cooperation;Unify the certification standard of "double-qualified" teachers,improve the training incentive system;Build a bridge of communication between universities and enterprises to achieve full cooperation between enterprises,universities and research institutes;We should get rid of the shackles of traditional institutions and expand the autonomy of universities in running schools.(2)The pilot universities for transformation should innovate their development ideas,improve their teacher management system,clarify the orientation of application-oriented education and change their school-running concepts;Broaden the channel of talent introduction,optimize the structure of teachers;Build a school-enterprise training platform to improve the application quality of teachers;We will innovate assessment and incentive models and reform the management system for teachers.(3)Teachers themselves should renew their ideas,improve their practical ability and application quality: change their ideas and establish the identity of "double teachers";Practice orientation,enhance the initiative of teachers' professional development;Give prominence to characteristics and carry out applied scientific research;Innovate cooperation and improve practical teaching ability.
