Teachers are the source of establishing and promoting education,and the key factor determining the success or failure of the national vocational education reform in the new era.Since the reform and opening up,China has taken a series of measures to accelerate the modernization of vocational education.At present,the basic construction of the training system for vocational education teachers has been completed,and the quality of teachers has been significantly improved thanks to the improvement of the management system.This provides a strong talent support for the reform and development of vocational education in China.However,there are still many structural contradictions in the construction of vocational education teachers in our country,especially in the current stage of high-quality "double-qualified" teachers facing the shortage of professional level,quantity and other problems,has obviously become the bottleneck of the national vocational education reform and development in the new era.In order to cultivate high-quality application-oriented talents,application-oriented universities must first build a high-quality "double-qualified" teaching team.The development of modern vocational education puts forward new requirements for application-oriented colleges and universities.It is an important responsibility for application-oriented colleges and universities to respond to the development needs of national vocational education in the new era and meet the needs of the society for high-quality and application-oriented talents by the application-oriented colleges and universities with the dual functions of "higher education + vocational education".The core of the high-quality development of application-oriented universities is to build a high-quality "double-qualified" team.In view of the complexity of the level of vocational education,the existing studies on the theory and practice of "double-qualified" teachers lack of stratification,classification and field research,and their pertinence is not strong.Therefore,this study takes "modern vocational education" as the historical background and "application-oriented undergraduate universities" as the research object to deeply analyze and explore the current situation,problems and optimization strategies of "double-qualified" teacher training in the new era.The research mainly focuses on the following aspects: first,literature analysis and systematic review of the development process of "double-qualified" teachers at home and abroad;Secondly,modern vocational education theory,human capital theory and teacher specialization theory are selected as the theoretical basis.Thirdly,starting from the characteristics of "double-teacher" teacher training in application-oriented colleges and universities,this paper summarizes the different characteristics of teacher training in vocational education in China and Germany,and summarizes the experience of teacher training in German vocational education,so as to provide reference ideas for the "double-teacher" teacher training in application-oriented colleges and universities in China.Fourth,in ningbo college of engineering of the typical applied undergraduate colleges and universities,for example,the general situation of the teachers,and teachers team construction present situation investigation,discovered in the "double division type" teacher culture connotation and standards exist in the process of understanding is not clear,the teachers troop structure imbalance,do not pay enough attention to pre-service training and secondary vocational training,to promote teachers’ professional development mechanism is not perfect,and carry on cause analysis.Finally,according to the needs of modern vocational education in China,the author summarizes the experience and lessons,and puts forward a targeted "double-qualified" teacher training strategy for application-oriented universities.
