R Esearch On The Supervision Mode Of Venture Philanthropy Projects Under The Perspective Of System Theory

With the popularity of the governance concept of "small government and large society",the government is more and more inclined to transfer its functions by purchasing services,venture philanthropy as a new form of government purchase service got rapid development in the mainland China.Venture philanthropy activities are carried out in full swing to promote the rapid development of project supervision.Project supervision is the application of social work supervision mode in the field of venture philanthropy,the inheritance and development of social work supervsion.Moreover,project supervision plays an important role in improving project service quality and cultivating professional talents.This research is a study about project supervision mode of venture philanthropy.The author adopts qualitative research method to collect research data through interview and participatory observation,taking the Q project of the Y organization of City Y as a case.This study is guided by system theory and expounds the basic structure of Q project supervision system.This study found that the supervision mode of Q project is the multi-system collaborative supervision mode.Supervisor system and supervised system have their own supervisory needs in the mode.The third-party supervision system,the internal supervision system,the university teacher system and other support systems all play corresponding functions in the supervision process,namely,administrative,educational and support function.They interweave with each other and provide the energy for the core system which called the supervised system to carry out social work practice.The research also found that there are some problems in the supervision mode,such as unequal relationship between supervision and supervision,low fit between the third party supervision and the project,internal supervision focusing on the project,insufficient practical experience in supervision of university teachers,and unconvincing evaluation of supervision effect.The main reasons for these problems include the following four points:subject to the supervision of both identity constraints,project supervision is dominated by third-party supervision,the operation of the institution relies on venture philanthropy,social work professional education develops relatively early in the mainlandTo solve these problems,the author puts forward suggestions to improve the mode from four angles of government,college,organization,social workers.First of all,the government should increase support for social work supervision and select project supervision talents from various fields.Secondly,universities should combine classroom instruction with social work practice and encourage social work teachers to participate in practice.Thirdly,the organization should broaden the source of funds and change the concept of internal supervision.Finally,the social worker needs to find the right position and learn actively.The author expects that with the joint efforts of government,university,organization and social worker,the project supervision of venture philanthropy will be more standardized and social work service will be more professional.
