The problem of "three-thirty" is a difficult problem that gives parents and education departments a headache,and the study of after-school physical education services is helpful to the solution of this problem and to the development and perfection of after-school services.Using literature method,questionnaire method,expert interview method,and statistical statistics method,combined with field theory and demand theory,this paper studies and analyzes the current situation from the aspects of policy environment,field space,time,funds and content,actors,participants,etc.,and summarizes the current situation and main conclusions of post-school physical education services in Yuelu District of Changsha City:(1)the policy tone is conducive to the development of primary school after-school physical education services,but the policy and perfect documents still need to be supplemented in detail.(2)After-school physical education services in Yuelu District,Changsha City,both exist structural problems of insufficient space and inadequate use of the site,and difficult to use the offcampus venue.Yuelu District Primary School in the three ball,gymnastics dance,ping-pong feather,martial arts fighting projects based on the same time,pay attention to the diversity of sports.In general,the choice of project content does not correspond to the needs of parents and students,and does not adequately take into account the participation needs of girls.Parents’ knowledge of after-school physical education services is not comprehensive.(3)Wrong peak service has been some schools to practice,practical.The outside club or coach has been tested in practice and it is necessary to promote it.(4)Primary schools in Yuelu District generally do not match the needs of parents and students in the choice of project content,and do not fully take into account the participation needs of girls.(5)Primary schools in Yuelu District pay attention to the diversification of sports while focusing on the three major ball,gymnastics dance,ping-pong feather,martial arts fighting programs.(6)It is necessary to ask the club or coach.(7)Parents’ knowledge of after-school physical education services is not comprehensive.(8)In general,yuelu District primary school afterschool physical education services overall in short supply,structured supply and demand imbalance.The following strategies are given:(1)to add ping-pong feather projects in conditional schools,flexible arrangement of practice venues,for swimming projects with large gaps,swimming venues should be appropriately added in larger schools or schools to be planned,and can be s padded and shared swimming resources.For football,basketball and other projects that have been significantly over-matched,gradually limit the growth rate of the number of relevant specialty schools.Schools are encouraged to provide as diverse an after-school sports services as possible.(2)In the area of land use planning,the policy should be tilted towards primary school campuses,and in terms of building planning,consideration may be given to the reservation of some convertable green space,indoor open space,low-floor platforms,etc.in case of need.Out-of-school venues can be used to arrange qualified volunteers to assist students in the road safety protection work,priority arrangements for senior students to exercise in off-campus venues,and purchase the corresponding insurance,while the introduction of the corresponding responsibility division measures,volunteer qualifications and training measures,to determine responsibility,to relieve parents and schools of worries.(3)For more special sports,fees should be set separately according to market conditions,subject to the principle of parental voluntary.Due to the characteristics of the project or teaching needs,some projects that require longer hours per course should be allowed to charge higher unit hours when they exceed the extra hours covered by the education sector’s fees,which can be given appropriate incentives and care to poor families.(4)The length of service for interest classes can be controlled at about 1 hour,each student participates 2-3 times a week,can also be the seventh class of after-school service and the sixth class in the schedule to replace,so that some grades of after-school services advance to the sixth class(5)on-campus physical education teacher is the backbone and first choice of after-school physical education services,it is necessary to invite clubs or foreign coaches to carry out services.For clubs and coaches engaged in after-school sports services,the corresponding threshold should be set,coaches should have different special certificates or training experience,scientific evaluation of their service level,for clubs or individuals who do not meet the requirements of elimination.At the same time,help should be provided,for example,to provide training opportunities for suitable teachers in schools.(6)We should actively communicate with parents through parent associations,group announcements,letters of notice,etc.,to encourage the participation of services,and increase supply.
