Considering that the phenomenon of after-school training for primary and secondary school students has become a hot social point in recent years,this thesis chooses to conduct out research on this problem.Based on the theory of government regulation and governance,by using research methods like literature analysis,survey,and case study,taking Dongguan City as an example,this thesis discusses the chaos of after-school training for primary and secondary school students and the government’s governance measures,achievements,existing problems and reasons,and puts forward some countermeasures on perfecting the governance of the phenomenon of after-school training.As the number of after-school education and training institutions for primary and secondary school students is growth rapidly,some problems followed,such as false publicity,unlicensed operation,quality issues of teachers,fire safety problems,difficulty in refunding,etc.The frequent occurrence of the chaos of after-school training for primary and secondary school students.The governance of the chaos of after-school training for primary and secondary school students must be enforced.Some countermeasures adopted by the Dongguan Municipal Government are as follows:(1)issue relevant government policy documents;(2)form special governance leading group for after-school training and launch the special rectification action on it;(3)perfect the daily supervision system;(4)build up a network complaint platform;(5)strengthen virtue teacher cultivation and to construct.Although these measures have achieved remarkable results,there are still some problems,such as the lack of coordination among government departments,poor coordination between the government and the social forces,imperfect relevant laws and regulations,deficiency of daily supervision,light punishment for illegal acts,etc.The main causes of the above problems are the restriction of the system of partition,sectional interests,collusion between officials and businessmen,weak participation of social forces,and inadequate channels.In view of the above problems and their causes,from forming a joint force of departmental collaborative governance,optimizing the coordinated governance of government and social forces,improving the construction of laws and regulations on after-school education and training institutions,perfecting after-school training inspection system,establishing long-term supervision mechanism and other perspectives,this thesis raises the countermeasures and suggestions on improving the management of the chaos of after-school training for primary and secondary school students. |
