As China's fertility rate continues to decline,the problem of population aging has become increasingly serious,and the demographic dividend has gradually disappeared,which has hindered social and economic development.Chinese family fertility decision-making is a core element related to the population strategy security of the nation and the country and sustainable social development.my country began to implement the "comprehensive two-child" fertility policy in 2016,and clearly stated in the report of the 19 th National Congress that it is necessary to strengthen population development The study of strategy all reflects the country's emphasis on population issues.Among the many factors that affect the family's willingness to give birth,education level and health status are important individual characteristic variables,which are not only related to the level of human resources in our country,but also related to the internal driving force of the country's economic development.Therefore,it is of practical significance to study the family fertility decision-making in our country from the micro level to analyze the relationship between parents' educational background,health level and fertility willingness,and provide some enlightenment for the future direction and focus of fertility policy formulation.This article first sorts out the current situation and changing trends of my country's population and fertility rate,and analyzes the influencing factors of fertility willingness and family fertility decisions based on the existing research results.Drawing lessons from the study of new family economics on the decision-making of fertility behavior,using the data from the fourth national survey of the China Family Tracking Survey(CFPS)project in 2016,constructing a family fertility decision-making model based on the scarcity of family resources and the theory of family utility maximization,discussing education and The mechanism and effect of health on fertility decision-making,among which health mainly acts as a moderating variable for education to influence fertility.In order to avoid endogenousness,this article uses the user-owner's intelligence level and his father's education level as instrumental variables of education level.In addition,dummy variables such as age group,region and urban and rural areas are introduced to analyze the heterogeneity of fertility in different families.Analyzing the empirical results,this paper draws the following conclusions:(1)Parents' education and health levels have a significant negative impact on the number of births.Among them,the education inhibition effect of low-educated families is relatively small,while the education of high-educated families The negative marginal effect is not significant;(2)Health,as a moderating variable,can positively regulate the negative impact of education on fertility.(3)The effect of education on fertility suppression is more significant for young families in urban areas in the central region,while health has a greater negative impact on the fertility of rural families in the central region.In view of this,we believe that education and health are key factors that affect family fertility decisions.Good education and social security policies can stimulate family fertility and promote sustainable economic development.
