In 2020,NCP(Novel Coronavirus Pneumonia)has swept the world,and all kinds of public opinion and rumors that have been generated have exploded.Under this new type of public opinion,the governance of my country's online public opinion is facing great challenges.During this period of time,due to the influence of online and offline public opinion trends,people's perceptions and judgments of the epidemic have also been constantly changing,which has directly led to several public opinion crisis events.The public health incident triggered by the “new crown” epidemic not only shows the improvement of social visibility and transparency in our country,but also shows that,whether in theory or in operation,whether online or offline,my country's response to public health incidents The agenda setting,topic response,and risk management have been greatly improved.Therefore,in the face of the increasingly complex public opinion problems of public health emergencies,it is necessary to adopt a collaborative governance approach to alleviate the government's governance pressure on such issues.In order to explore the cooperative motivation behind the cooperative governance of public opinion on public health emergencies,find out the problems that arise in the governance of public opinion on public health emergencies,and propose ways to improve the collaborative governance model of network public opinion.This article uses four typical public health emergencies before the epidemic: "Changchun Longevity Problem Vaccine Incident","Hainan Fake Vaccine Incident","Nosocomial Hepatitis C Infection Incident of 69 People in Jiangsu" and "Pneumonia Incident of Unexplained Cause in Wuhan".The basic characteristics of the public opinion of the public health emergency will be analyzed;then the three typical cases of the "Doctor Li Wenliang Incident",the "Shuanghuanglian Oral Liquid Incident" and the "Hanhong Foundation Incident" that occurred in the epidemic will be analyzed.The evolution cycle of event network public opinion is analyzed,and collaborative governance models of different evolution stages are constructed based on the analyzed results.Finally,the "Wuhan Red Cross Incident" was used to verify the collaborative governance model constructed,and summarized the problems in the government's governance of public health emergencies on the Internet.The structure of the whole article is as follows;Chapters first and second introduce the research background and significance of the research,review the past domestic and foreign studies of public health emergencies,and summarize the research history,development status and existing deficiencies.The third chapter uses inductive deduction to summarize the evolution model of public opinion on public health emergencies from four typical cases,and divides the public opinion cycle into various stages based on the life cycle theory,namely the formation stage,the outbreak stage,and the elimination stage.There are four phases and out-of-focus phases,and the law of evolution among them is analyzed in each phase.The fourth chapter analyzes the influence of each subject on the evolution of the network public opinion cycle on the basis of defining the main body of collaborative governance,and analyzes the interaction between the main body of collaborative governance and the cooperation motivation mechanism,and finally builds a foundation based on the "four points and four phases"."The collaborative governance model of online public opinion." The fifth chapter sorts out the "Wuhan Red Cross Incident" and analyzes the incident using the constructed collaborative governance model,and then finds out the problems and deficiencies in the governance.The sixth chapter proposes the optimization path of the collaborative governance model of online public opinion on public health emergencies based on the problems in the collaborative governance model found in the previous chapter.
