As Primary and secondary education which is composed of the compulsory education(that is primary and junior middle school education)and high school education is the foundation link for the education in China.Since the development of elementary education is essential for the development of economy in China,the construction of schoolhouse has also become one of the major concerns of the public that draws special attention.In recent years,projects for the construction of schoolhouses in primary and secondary schools which are the carrier for the development of education have been supported with vigorous expansion.By the further implementation of the Chinese economic reform and the launch of successive new policies,the contradiction between supply and demand for the capacity of primary and secondary schools stands out of which the schoolhouses available cannot meet the development of educational situation with the increase of diversified demand for the education in primary and secondary schools.With the support from the party and government at all levels for the continuous increase of investment,there have been new opportunities for the construction and development of schoolhouses in primary and secondary schools.This article focuses on the optimization of management for the construction unit at the construction stage of schoolhouses for primary and secondary schools.The author has been involved in the management of construction for projects of schoolhouses at primary and secondary schools in Chaoyang District,Beijing for more than ten years by which he concludes a method and workflow for optimization by the combination of system management theory,control theory,PDCA management method and the management theory of humanism after the examination of the completed projects from three aspects which are the optimizations of target system,form system,and organizational system for a project to find the problems in the management of construction and the establishment of the optimization model based on the knowledge of project management which has been verified in the implementation of real projects with remarkable achievements.There is a certain practical significance for the research on this subject which provides reference to the future construction management of schoolhouses at the primary and middle schools in Chaoyang district and enhances the management level of construction unit at the construction stage of schoolhouses at primary and middle schools.Due to the limitation of the author,and the reference on these problems being far less than the reference on the construction management of other public buildings,there must be some shortages for the initial research of this subject,including the immaturity for the establishment of the research model,the application cases being few,the evaluation after project being absent,the optimization methods for the respective theories being in demand of deepening which requires the further research of the author in future work.It is expected that the research on this subject induces the interest of some project managers for a deep discussion,and the attention of industrial managers for the construction of schoolhouses at primary and middle schools to promote the management of construction unit at the construction stage,make the technical standard for the project management of the corresponding construction unit and do some preparation for the cases in hope of providing value opinions to others so that there may be a certain theoretical significance for this subject.
