The Research Of Teachers Exchange Policy Of Compulsory Education

The teacher exchange policy of compulsory education is an important strategy to promote the balanced development of education. Putting forward the teacher exchange policy is not only the need of education resources allocation, but also the guarantee of education fairness. Teacher resource is regarded the first resource of education; so the teacher exchange policy is aimed at optimizing teacher’s resources allocation to achieve rational allocation of education resources, and eventually achieved the objective of the balanced development of compulsory education. However, since the implementation of teacher exchange policy, it has not obvious effect for alleviating the problem of teacher resource unbalanced distribution and allocation, but also led to a lot of new education problems.This paper firstly reviewed the teacher exchange policy of compulsory education’s history and background for clearly understanding the policy’s social and educational background and development, so as to better study teacher exchange policy. Secondly, it pointed out the current problems existed during the teacher exchange policy’s text and execution. Among them, the existence of policy text issues mainly included the uncertain communication task, unscientific liquidity provisions and irrational reward conditions. And then there were two main policy implementations,including skeptical attitude and implementation deviation for the policy. Thirdly, this paper was planning to analyze the problems of teacher exchange policy in text and execution. The important factor of education policy text design was the default of the government, the deviation of the decision making process and the development of the absence of the program. Policy execution problem was due to the low implementation of quality, lacking of execution and the immaturity of execution environment. Finally,combined with the above content, the paper would came up with some suggestions for improvement the teacher exchange policy. Overall, it mainly included clearing the policy’orientation ought to, constructing a scientific flow regulation and making an effective incentive mechanism. Specifically, for designing the policy text, we need to establish clearly communication task, effective incentive mechanism, and to build a scientific flow provisions; for improvement the execution of policy, we must to build a strongly implementation mechanism and effective supervision mechanism.
