December 21,2008 Premier Wen Jiabao hosted a State Council executive meeting recently, considered and approved in principle on Compulsory school guidance for the implementation of performance pay. Session discussed and approved this opinion that from January 1,2009, Compulsory education schools across the country implement performance pay,and make sure that the average wage of compulsory school is not lower that the average wage of local civil servants,while granting living subsidies to Compulsory school retirees.Implementing the teacher performance pay, can ensure and improve teacher wages according to the law, protect the income level of teachers and improve the attractiveness of teaching profession, as well as to further enhance the position of teachers, attract and encourage all kinds of talents to the compulsory school for teaching; It focus on front-line teachers, backbone teachers,outstanding teachers and other staff achievements, avoid the phenomenon of egalitarianism and seniority, conducive to the allocation of incentive pay to play functions, further mobilize the enthusiasm of teachers and encourage the backbone eachers to come to the fore.This thesis consists of five parts:Part One concludes the background of policy implementation of performance pay in China's compulsory school,introduces the typical case of the implementation of performance pay in brief,and analyzes the reasons and legal basis of the implementation.Part Two combes and reviews the policy of performance pay of Chinese compulsory school teachers.Part Three describes the status of the implementation of performance pay policy in various regions of chinese compulsory school.Part Four analyzes the initial results in the implementation of performance pay of complusory school teachers in china.Firstly, analyzes the effectiveness of the policy of performance pay of Chinese compulsory school teachers, In chengdu as an example.Then,expores the problems in the implementation of performance pay policy.Finally, generalizes the reform way of perfromance pay.Part Five proposes how to implement performance pay of the compulsory school teachers.
