| The supply side reform of compulsory education is the internal requirement and effective measure to adapt to the new normal of economic development,it is the integration of the existing compulsory education resources and the change of the main body and mode of providing them.At the 19th National Congress of the Communist Party of China,it was clearly pointed out that the major social contradictions in China have undergone fundamental changes at this stage,the main contradiction in the development of compulsory education corresponding to it has also been transformed into the contradiction between the growing needs of the people for a better compulsory education and the unbalanced inadequate development of compulsory education,it also marks that the development of compulsory education in China and the whole society have entered a new era with a long way to go.The popularization of compulsory education in New China has gone through 70 years,we made numerous brilliant achievements,also accumulated many experiences and lessons,facing new problems and challenges in the new era,through these difficulties and causes,further explore solutions and countermeasures from the supply side,it is the proper meaning to run the compulsory education to the satisfaction of the people.In the process of promoting the supply side reform of compulsory education,the supply value is constantly highlighted,able to meet the demand of good compulsory education from the supply side,it is beneficial to fundamentally resolve the contradiction between supply and demand of compulsory education,promoting the positive interaction between different subjects under the guidance of fair mechanism and promote the return of compulsory education to the original under the relative balance of supply and demand.Under the influence of public goods theory,public service theory and education equity theory,the supply side reform of compulsory education embodies five changing logic in the long-term historical development process:From the idea of giving priority to instrumental rationality to giving consideration to value rationality,from single supply subject relationship to mufti governance,from the absolute leadership of government coordination service quality to the gradual realization of macro guidance,from the actual supply capacity of the overall supply shortage to the initial advocacy of optimal allocation and from the practice ability of passive development to the initiative development,it shows the return of the concept of value supply focusing on noumenon,advantages and characteristics of government leading supply and the advantages of economic and social development changes in promoting supply adj ustment.With the continuous improvement of compulsory education supply,the quality and level of the public’s demand for compulsory education are constantly improving,to realize the high quality and diversified supply of compulsory education has become a new stage goal.The upgrading of supply target inevitably requires the innovation of supply mode,however,it is affected by the imbalance of educational value under the high central logic,the stratification and difference in the pursuit of modernization,the interest logic of the failure of government and market supply,and the logical misunderstanding of school education under the radiation of economic logic,the consciousness and practical ability of the supply side of compulsory education in China are not satisfactory,the educational products are difficult to meet the demand under the pattern of supply and demand mismatch,the lack of effective supply of education under the guidance of fairness,differentiated supply of actual supply capacity needs to be improved,the dislocation of power and responsibility between supply subjects still exists,the characteristic internal driving force of school practical ability is weak,this deviates from the actual demand and objective requirements of compulsory education supply,and is not suitable for the further promotion of the supply side reform of compulsory education.The supply side reform of compulsory education is a long-term and arduous task,only by continuously strengthening the supply of compulsory education system under the top-level design,improving the ecological system of compulsory education supply under the responsibility of the government,improving the actual supply capacity under the orientation of public service equalization,realizing the school characteristic supply under the goal of students’ personality comprehensive development,and promoting the harmonious development of supply and demand under the supply guided demand management can we better meet the people’s better obligations education needs. |
