Research On Community Population Governance In Wuhan During The COVID-19 Period Based On The Perspective Of Community Resilience

From the perspective of community resilience,this paper defines community resilience as the community can withstand external interference or risk impact under normal conditions from the perspective of resilience theory,independent governance theory and social ecosystem theory,and has the potential to ensure the sustainable and effective development of governance function in the abnormal state.Wuhan city community,which is the most affected by the epidemic,is chosen as the investigation point to study the population governance of the community under the pressure from the perspective of community resilience.Through the analysis of community resilience into six dimensions of emergency,psychology,resources,communication,adaptation and autonomy,the questionnaire is designed to observe the display of community resilience,and the characteristics of community resilience are analyzed from three aspects: individual level,family level and community level.Through the understanding of the toughness characteristics,it is found that the overall level of community resilience is at a higher level.The levels of each dimension are: resource dimension,adaptation dimension,autonomy dimension,psychological dimension,communication dimension and emergency dimension.The community resilience score is the highest in the emergency dimension,the lowest in the resource dimension,the best in the family level,the lowest in the resource dimension,and the highest in three levels in the family level.Community resilience score is the lowest at the community level.After observing the characteristics of community resilience at all levels,the residents involved in the survey were interviewed to explore the reasons for the differences in resilience at all levels.The interview found that the low scores of community resilience at the individual level mainly lie in the reasons of ignoring public opinion feedback,lack of cultural cohesion,separation of relationship networks and suppressing individual characteristics in the process of community population governance.The low score of community resilience at the family level mainly lies in the changes of family composition and family function deviation in the process of community population governance,The low score of community resilience in community level mainly lies in the lack of flexible mechanism,neglect redundant structure,dislocation of governance concept and insufficient governance ability in the process of community population governance.In view of these situations,this paper puts forward suggestions for improvement of community population governance from three levels.Community population governance should improve individual resistance,stimulate individual participation and enhance personal capital at the individual level,improve family adaptation and pay attention to family capacity regeneration at the family level,and at the community level,it is necessary to adapt to the mechanism independently,enrich governance structure,optimize governance concept and strengthen organizational learning.
