China’s reform and opening up is the largest and fastest urbanization reform in the history of the world.China’s major cities have risen rapidly and the achievements they have made have attracted worldwide attention.The rapid urbanization has brought about the overall development of the country’s market economy and social spiritual civilization.However,with the continuous improvement of the urbanization rate and the increasing problems of urban governance,it is urgent to solve the problem of how to improve the urban governance capacity.The initial exploration of the grid governance model began in 2004,when dongcheng District of Beijing created the 10,000-meter cell grid and the urban component grid management method.Since then,many cities in China have followed suit and actively explored the grid governance model.However,up to now,all cities basically belong to the stage of independent exploration without a unified standard.Small and medium-sized cities,in particular,cannot copy the experience of grid governance in developed cities due to financial constraints.In the face of the urgent need of modernization of grassroots governance capacity in small and medium-sized cities,this study will be committed to re-define and formulate new goals and action programs of urban community governance,to improve the level of community governance,and to accelerate the pace of reform and innovative development of community governance in terms of ideas and actions.Should actively mobilize all we can to mobilize the power and resources,according to the actual demand constantly adjust management thought and way,the organic combination of residents’ autonomy,community work,in accordance with the management three aspects,trying to find a with local characteristics,and can be copied and promote grass-roots social governance model,and the model if can form,will be to accelerate the urban social grassroots governance modernization.In recent handling of emergencies.During the COVID-19 epidemic,a grid-based governance model has emerged as a great advantage.lt provides detailed big data support for the scientific research and formulation of not enough.Sixth,the sources of funds are relatively single and lack of strong financial support.In this paper,literature review,field research,questionnaire distribution and other research methods were used to draw lessons from the grid governance experience of Beijing and Yichang,combined with the shortcomings and problems existing in grid governance of Lijia street,and proposed an innovative governance model and experience that can improve the level of community governance and adapt to the grassroots level.First,in China’s community-level community governance system,primary-level Party organizations occupy the leading core position.The establishment of general party branches,party branches and party groups within the grid in the pattern of the construction of the party,and the play of the leading core role of the Party,the vanguard and exemplary role of the party members and the love and service role of the volunteers are a powerful guarantee for the cohesion of social forces.Second,by optimizing the composition of community workers,strengthening the construction of mechanisms and institutions,we will introduce professional and younger governance forces to the community,and strive to build a community work talent team that is dedicated,reasonable in number,optimized in structure,standardized in management and excellent in quality.Third,promote the integration of data platforms as soon as possible.Four is to support and encourage community residents set up various forms of social organization to provide living service for community
