Research On The Governance Of Urban Community Grid

Community grid governance plays an important role in the urban community governance system.On the one hand,community grid governance can maximize community functions and solve the problems of the last kilometer.On the other hand,community grid governance can maximize the enthusiasm and initiative of the residents in the area,and effectively improve the regional fine-grained governance ability and governance level.The Fifth Plenary Session of the 19th CPC Central Committee the social governance objectives of "to strengthen social governance and innovation",required"strengthen and make innovations in social governance".The research on grid governance of urban communities is of little reference significance to ordinary cities with weak foundation,especially the old urban areas.Q District of Jinan City is an old urban area with weak economic foundation,it is more universal and representative in terms of problems,experiences and practices existing in the process of grid governance of urban communities.Through a systematic study on the grid governance of urban communities in Q District,it can provide new ideas and references for the grid governance of ordinary urban communities in economically underdeveloped areas,which has high theoretical significance and practical value.This paper conducts in-depth research and analysis on the key issues,causes,and countermeasures that have been exposed at the current stage of urban community grid governance,taking Q District of Jinan City as an example.It adopts research methods such as case analysis method,interview method,and comparative method,and methods such as consulting literature,field investigation,and absorbing and learning from other domestic urban community governance experiences.On the basis of defining the basic concepts of community,grid and social governance,this paper expounds the current situation of Community Grid governance in Q District of Jinan City from the aspects of historical evolution,practice,characteristics and effectiveness by using the governance theories of fine governance and collaborative governance,and deeply analyse the existing problems and causes in the operation process of Community Grid governance Because.The existing problems mainly include:the effect of policy implementation is not obvious,the participation of multiple subjects is insufficient,the coordination operation is not smooth,the overall level of grid staff is not high,and the guarantee of resource factors is insufficient.The causes of the problems are:alienation of policy implementation,weak sense of multi-agent co governance,imperfect operation mechanism,insufficient construction of grid team and imperfect guarantee mechanism.Finally,the paper puts forward some countermeasures and suggestions to improve the grid governance of urban communities.The main viewpoints include:strengthen policy implementation,strengthen main body construction to improve the overall result-force,improve the operation mechanism to implement fine governance,strengthen the construction of grid members,and broaden the fund channels of community grid governance.
