Research On Prevention Of Corruption In Reconstruction Of Dangerous Houses In Rural Areas

As a major focus of improving people's livelihood.housing security has received extensive and profound attention.The policy of renovating dilapidated houses in rural areas is a A policy that benefits the people implemented in vast rural areas of our country to improve the housing conditions of poor people in rural areas and ensure housing safety.The policy has been piloted in Guizhou Province since 2008,and the scope of the pilot has been expanded year by year.Since the 18th National Congress of the Communist Party of China,especially since the precise poverty alleviation has entered the crucial period of poverty alleviation,the realization of safe and secure housing has become one of the important indicators of poverty alleviation for the poor.Governments at all levels have increasingly attached importance to the renovation of dilapidated buildings in rural areas.However,with the continuous increase of the national poverty alleviation efforts,the input of poverty alleviation funds at the grassroots level is increasing.Under the temptation of interests,some grassroots cadres have extended the corrupt black hand to the rural reconstruction funds,directly affecting the implementation of the rural reconstruction policy,damaging the vital interests of the poor and damaging the image of the party and the country.This paper systematically sorts out 56 corruption cases of grassroots cadres in rural reconstruction areas investigated and dealt with by discipline inspection organs in X County of Guizhou Province from 2014 to 2018.Through statistical analysis,case study,investigation and interview,it analyzes the manifestations,characteristics and hazards of corruption of grassroots cadres in rural reconstruction areas.By using Smith's policy implementation theoretical model,it analyzes the corruption of grassroots cadres in rural reconstruction areas from four aspects:the policy itself,the implementation subject,the target group and the implementation environment.This paper probes into the causes of corruption in the implementation of the rural reconstruction policy.Finally,based on Smith's theoretical model of policy implementation,it puts fonward some thoughts on the prevention and control of corruption in the field of rural reconstruction in order to provide some reference for the governance of corruption in the field of rural reconstruction and to ensure the effective implementation of the rural reconstruction policy.
