Entering the period of social transformation,the rural form of economy and society have undergone fundamental changes.In the new rural field,the mode of independent autonomy of a single construction village shows some inadaptation and hopelessness.Since the 18 th CPC National Congress,in order to improve the efficiency of rural governance,some places have broken through the Spatial constraints of taking a single construction village as the governance unit,opened the practice of joint village co-governance on the basis of reconstructing rural governance unit,and aroused great concern from all social circles.As a new mode of rural governance,joint village co-governance follows a unique operation logic.therefore,the fundamental inducement,internal operation mechanism and practical efficiency of joint village co-governance have become an important issue to be studied urgently.Based on this,this study takes the Essential problems and practical ways of joint village co-governance as a clue,and closely around "why joint village co-governance" and "how to joint village co-governance " to answer "what is joint village co-governance ".That is,the core question of what is the goal orientation and operating mechanism of joint village co-governance.In order to answer the above questions,this study takes X joint Village District in G County,Guizhou Province as the investigation object,and makes an in-depth field investigation.Take the participation observation method as the main data collection method,fully collect the first-hand data needed in this study,and provide sufficient experience support for the follow-up in-depth research.After having an overall grasp of the operation situation of the joint village co-governance model,through the analysis and integration of the good governance theory and the cooperative governance theory,trying to construct the analytical framework of this study,and then applies the method of case study to analyze the fundamental driving force and internal operation mechanism of joint village co-governance from the perspective of public management,political science,sociology and other disciplines.In addition,it further explores the practical efficiency and operating difficulties of the joint-village co-governance model,and on this basis,tries to respond to the major theoretical and practical problems of rural governance in the transitional period.Rural governance as an important part of national governance,the change of rural field has led to the evolution of rural governance structure,which provides sufficient social conditions and practical space for joint village co-governance.It isfound that in the process of joint village co-governance,the joint village party committee,a regional organization,plays a very important role in the effective operation of joint village co-governance.The cooperative governance of villages across administrative boundaries is carried out and operated on the axis of interests.Township grass-roots government,as one of the stakeholders,not only represents the public interests of rural society,but also hides the interests of township government officials.The reason why villages can cooperate,interest consensus is the key.However,due to the common influence of subject and object factors,the innovative mode of joint village co-governance is also faced with some difficulties in practice.Based on the analysis of the dilemma,this study attempts to construct the corresponding optimization path from four aspects: strengthening institutional supply,enhancing conceptual consensus,promoting technological integration and establishing the concept of win-win results.eventually,according to the conclusion of the study,it responds to the important topic of the new trend of rural governance in the transitional period.
