Study On The Rural Governance Model Of Qingtian County In Zhejiang Province

In China,the countryside refers to the vast area below the county seat,which is the area with the deepest traditional culture and the longest accumulation of social norms.As the most basic governance unit in China,rural areas play a fundamental role in the economic and social development.Since the reform and opening up,China’s rural society has undergone extensive and profound changes in population flow,production and life style,social structure,farmers’ ideology,awareness of the rule of law and other aspects.The new situation of continuous development puts forward new requirements and challenges to rural governance.Qingtian County,Zhejiang Province,is a key hometown of overseas Chinese in China.Qingtian people have lived overseas for more than 300 years,with 330000 overseas Chinese living in more than 120 countries and regions around the world,mostly concentrated in Europe,mainly engaged in catering,general merchandise,international trade and other industries.In order to solve the existing problems such as the operation mechanism of the two committees of the village(the villagers committee and the Party branch committee of the village)is not coordinated enough,the function of the village level autonomous organization is weakened,the rural construction fund is less,and the hollowing out of the countryside restricts the effective governance of the countryside,etc.,in March 2017,Qingtian County proposed and implemented the "six methods of attracting talents" in combination with the actual situation of the overseas Chinese Township,giving full play to the advantages of the overseas Chinese Township,borrowing time,power and strength ”We have done a good job in attracting talents,and accelerated the return of talented villagers to the countryside.A large number of talented villagers who can do,want to do,meet and accomplish things have entered the village cadre team.In order to give full play to the role of these cadres,in June of that year,Qingtian County pilot implemented the rural governance mode of "two committees of the village and a group of rural talents" in xiaozhoushan Township,and achieved good results and repercussions.In August,the rural governance mode of "two village committees +a group of rural talents" was launched throughout the county.The governance mode of "village two committees + village wise gathering" refers to inviting non village cadres who have political awareness,economic strength,social influence and are enthusiastic about the work of "agriculture,rural areas and farmers" to join the village wise gathering organization and participate in the form of village wise gathering under the premise of taking village two committees(villagers committee and village Party branch committee)as the main body and on the principle of voluntariness Management and supervision of rural affairs.Through the governance mode of "two committees of the village +the gathering of rural talents",we can give full play to the governance role of the two committees of the village and the enthusiasm of the cadres of the village,and effectively guide the non cadres of the village to actively invest in the construction of projects and rural public welfare undertakings,and fully let the village cadres and the rural talents work together in the masses to coordinate relations,communicate feelings,straighten out emotions and resolve conflicts,so that the two committees of the village and the township can work together The two main bodies jointly help the overall development of rural economy and society.Next,we will focus on the analysis of the characteristics of the organization.In this paper,through the study of the rural governance mode of "two committees of the village and a group of rural talents" in Qingtian,the author analyzes its practices,existing problems and the ways and methods that can be improved in the next step,and draws the practices that can be used for reference by other regions.
