Public opinion in the era of new media spreads rapidly by taking advantage of Internet channels,so its influence has increased unprecedentedly.With the rapid development of mobile Internet,it has given birth to a large number of netizens.Under this situation,Chinese society has entered the era of "national microphone".Meanwhile,it can be seen that Internet public opinion has appeared in various fields of society.As a result,the government,enterprises and individuals are all in the environment of being observed and analyzed by the whole people at any time.As the organs that carry out the will of the state,governments at all levels have the greatest influence on their administrative actions,which also involve the widest groups.Therefore,they are always observed by the whole people with "magnifier" or even"microscope".As for the Internet public opinion involving the government,it is also the most likely to break out the national mood.Besides,the frequent outbreak of network public opinion is testing the ability and level of governments at all levels."The response to the demand of citizens" is an important principle and concept to build a service-oriented government.However,how to respond to the people's demand for something is a subject that needs to be studied.While in the past research on the government's response to Internet public opinion,it is principled and conceptual for most of the research results.The question is how to implement and operate these principles and concepts,how to design the mechanism and process in response to Internet public opinion,what to say and what not to say for Internet public opinion,which lacks specific methods and skills.In this paper,it tries to put forward specific solutions.In this paper,it is divided into six parts for research and discussion.In the first part,it is the introduction,which mainly describes the background significance of this topic,the research situation at home and abroad,as well as the research method objectives and innovation points of this paper.In the second part,it is related concepts and theories,which clarifies concepts of new media,Internet public opinion and so on in this study,which also introduces the relevant theoretical basis.In the third part,it introduces the case,which introduces the basic situation,communication situation and development path of Internet public opinion of "the 38 cars accident in Xi'an".Besides,it analyzes the common law of the development of Internet public opinion.In the fourth part,it analyzes the case,which focuses on the analysis of the government's mistakes in response to Internet public opinion in case events,as well as the reasons for their mistakes.In the fifth part,it is to combine the analysis of research situation and personal work experience.According to the government's response to Internet public opinion,it carries out the design of mechanism,process and method,which has formed a set of specific operation guide with strong practicality.At the same time,it combines with the development of network technology to forecast the changes that may be brought by new technology to Internet public opinion.Finally,it is the conclusion in the sixth part.
