At present,my country is already in the era of self-media.The public published their opinions and obtained information through the Internet,indicating their enthusiasm for participating in social life and promoting the development of democratic politics.But at the same time,it has spawned the phenomenon that a small number of the public use the Internet’s low cost and high efficiency to express their desires.For example,if the government cannot grasp the "prime time" to correctly guide online public opinion at this time,it will undoubtedly increase the outbreak of online public opinion.Probability,affect the harmony and stability of society.Although the central government has established a complete and efficient network public opinion governance system,it can manage network public opinion in a timely manner and minimize its negative impact.However,compared with the central government,the human,material,financial,and related institutional mechanisms possessed by the grassroots government have their own limitations.They are passive responses in terms of governance methods,governance experience,coping capabilities,and technical level.Therefore,in the context of the era of self-media,how to control the public opinion on the Internet has become an important issue in the current social development.This article selects "new public management theory","silent spiral theory","new public service theory" to support the whole article.Citing the "Shenzhen Building Subsidence and Inclination" incident,we elaborated on some successful experiences of the current grassroots government governance network public opinion,achieved timely voice in the process of governance network public opinion,updated the official website in real time,led the network public opinion orientation,and established multi-party linkage System,timely public sentiment,and summary after the formation of examples.But at the same time,there are still some deficiencies.In citing the incident of "red,yellow and blue kindergarten child abuse",it is concluded that in the era of self-media,the problem of grassroots government governance network public opinion is mainly that the governance method is too conservative and the governance technology level is not enough,and then the existence is analyzed from the subject quality and system.The cause of the problem,and put forward countermeasures and suggestions with "basic government" characteristics: it is proposed to improve the main body construction,change the governance mode,strengthen the system construction,strengthen the application of technology,and ultimately improve the ability of the grassroots government to govern the public opinion of the network.
