Research On Rural Public Culture Construction Under The Background Of Rural Revitalization

The No.1 document of the CPC Central Committee and the State Council in 2021,Opinions of the CPC Central Committee and the State Council on Comprehensiveness in Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization,proposed to "promote the integration of urban and rural public cultural service systems,and innovate and implement cultural projects benefiting the people".At present,the rural development changes,with each passing day,The economy develops rapidly and the agricultural modernization process accelerates,However,the development of rural public culture is always lagging behind.On the one hand,the government does not pay enough attention to the construction of rural public culture;on the other hand,the villagers have a weak cultural awareness and do not care about the construction of grass-roots culture.If things go on like this,the gap between urban and rural cultural development is bound to become bigger and bigger,The cultural needs of villagers cannot be guaranteed,or even eroded by decadent and backward culture,and their needs for spiritual life cannot be met.As a carrier to meet people’s cultural needs and protect people’s basic cultural rights and interests,public culture is an important measure to realize farmers’ expectations for a better life and enrich their spiritual life.Therefore,how to strengthen the construction of rural public culture is particularly important.In this study,the literature research method,interdisciplinary research method,case study method,comparative analysis method,questionnaire survey method and other methods were used to investigate the construction of rural public culture in Licha Town,Jiaozhou City.Firstly,the concept of rural revitalization and rural public culture is defined,and the related theories are expounded.The questionnaire survey paper summarizes the problems faced by rural public cultural construction in Licha Town of Jiaozhou City,including the government’s follow-up operation and management is not in place,It also addresses the imbalance between the supply and demand of rural public cultural services,and the weak cultural awareness of the government and villagers,and analyzes the following causes: Firstly,the institution of rural public cultural construction is not perfect;secondly,the productivity of rural public cultural construction is insufficient under the urban-rural dual system;thirdly,the supply and demand of rural public cultural content lacks effective docking and fourthly,lack of cultural awareness of the government and villagers.Finally,this paper puts forward countermeasures and suggestions for strengthening rural public cultural construction from four aspects:perfecting the construction of rural public cultural institution under the leadership of the government,giving play to the role of multiple subjects in rural public cultural construction,stimulating the "productive forces" elements of rural public cultural construction,and enhancing the cultural consciousness of rural cultural subjects.
